Future City Master Plan to Be Unveiled at Invest Telangana Summit: Revanth Reddy

Many movements and sacrifices marked the journey leading up to the merger of the Hyderabad State with India. The Telangana history conveys a clear message that the governance should reach the doorsteps of the people.

The hopes and aspirations of the people must serve as the benchmark for all government decisions. “We are running a people centric administration upholding the Telangana spirit and prioritizing self-respect of the people. Today, Telangana is competing not only with neighbouring states but with the entire world,” he said, addressing Praja Palana Dinotsavam (People's Governance Day) here.

The Telangana state's Per Capita Income recorded a tremendous growth of Rs.4,18,931 which is nearly 91 percent higher than the national average. The government’s main goal is to ensure that development is reflected not in statistics but in the actual lives of the people.

“This is a farmer friendly government. We have waived crop loans of up to Rs.2 lakh and brought cheers in every farmer family. We released Rs.20,616 crore and relieved 25.35 lakh farming families from the mounting debt burden. The People's government deposited over Rs.36,000 crore into farmers' accounts under the 'Rythu Bharosa' scheme,” he said.

“We are paying a bonus of Rs.500 per quintal for fine-variety paddy. Today, Telangana secured the top rank in the Paddy cultivation area and yield in the country. We spent approximately Rs.1.72 lakh crore on agriculture and farmer welfare during the 32 months of the people's government,” he said.

Revanth Reddy said land is the source of livelihood for farmers. “We introduced comprehensive land administration reforms through the 'Bhu-Bharathi' Act. 'Bhu-Dhar' and AI-based 'Bhu-Mitra' services were also launched. We issued Pattadar passbooks to 5.94 lakh farmers,” he explained.

The state government is already waging a legal battle to secure Telangana's rightful share of river Krishna waters. The construction of Palamuru-Rangareddy, Sitarama Lift Irrigation, SLBC project as well as other pending projects were at a brisk pace.

“Our government's main objective is that every woman in Telangana should live with pride and become financially independent. The government is striving with a goal of making ten million women 'crorepatis' (millionaires). Free RTC bus travel under the 'Mahalakshmi' scheme was being implemented successfully. The scheme saved Rs.12,385 crore for women commuters,” he said.

Under the 'Gruha Jyothi' scheme, the government is providing up to 200 units of free electricity to over 53 lakh families and supplying cooking gas cylinders for Rs.500 to 43 lakh families. The government provided financial assistance of Rs.4,709 crore to 1.68 lakh women under 'Kalyana Lakshmi' and 'Shaadi Mubarak' schemes.

The government also facilitated bank linkages worth Rs.60,487 crore and provided interest subsidies totaling Rs.1,900 crore to 4.54 lakh self-help groups. The income levels of the women community increased through initiatives like 'Mahila Marts,' petrol bunks, and RTC rental buses.

The government’s goal is to position women not merely as beneficiaries, but as active partners in the economic growth of Telangana. Supply of fine-quality rice to 3.42 crore people through the Public Distribution System is a big success.

Over 15 lakh new smart ration cards have been distributed, and social security pensions were provided to more than 43 lakh people. Since assuming office, we have disbursed approximately Rs.31,000 crore in pension payments. Arrangements have now been made to extend pension benefits to another 2.25 lakh people.

The government’s vision is that every family should live with self-respect. “We sanctioned 4.5 lakh houses at a cost of Rs.22,500 crore in the first phase of the "Indiramma" house scheme.

“We are also allocating Rs.5 lakh per house. In the second phase, the government sanctioned another 2.50 lakh houses. The state government laid foundation stone for the construction of 'Indiramma Towers' to provide one lakh Indiramma houses within the Hyderabad city limits,” he said.

According to Revanth Reddy, social justice is the foundation of people-centric governance. With the aim of bridging social disparities and ensuring justice for all, the state government conducted a comprehensive survey covering social, economic, educational, employment, and political aspects, including caste data in a scientific manner.

Based on the statistics from this survey, we adopted the bills in the Legislative Assembly to provide 42 per cent reservation for Backward Classes (BCs) in education, employment and local bodies.

The approved bills were also forwarded for the President's assent. In accordance with the Supreme Court's verdict, we undertook the categorization of Scheduled Castes (SC). Marking Telangana as the first state in implementing SC categorisation in the country, we are observing February 4 as "Telangana Social Justice Day" every year.

Social justice should not be a slogan alone. It is about uplifting the downtrodden and creating more opportunities for those who have historically had limited access to them. The Telangana Society will progress only when opportunities are created equitably.

Education and Healthcare are like two eyes for the People's government. “We are constructing 'Young India Integrated Residential Schools' in every Assembly constituency with the aim of providing quality education to all children, irrespective of caste or religion,” he said.

These schools are being built across 20 to 25 acres in each constituency, equipped with comprehensive facilities.

The government introduced pre-primary classes in government schools and decided to establish a 'Telangana Public School' in every constituency. It is spending Rs.927 crore to provide breakfast and milk to students studying in government schools.

The mid-day meal scheme has been extended to include students up to the 12th grade. We are directly depositing scholarships and fee reimbursements into the bank accounts of 11 lakh students. Today, Telangana has moved from the 28th to the 18th position in the Performance Grading Index with a slew of measures taken in the education sector.

The state government is putting a lot of effort to bring offshore campuses of the world's best universities to Hyderabad. Northeastern University (USA) and the University of London—a federation of 17 independent educational institutions in the UK have already expressed interest in establishing their offshore campuses in Telangana.

The government is giving the highest priority to the Health sector. The Rajiv Aarogyasri coverage limit was enhanced from Rs.5 lakh to Rs.10 lakh and provided assistance worth Rs.2,526 crore to 5.19 lakh people through CMRF ( Chief Minister's Relief Fund).

With the aim of providing corporate-level medical care to the common man, the government commenced the construction of the new Osmania Hospital at Goshamahal at a cost of Rs.2,700 crore.

The Marri Chenna Reddy TIMS Super Specialty Hospital at Sanath nagar was already inaugurated. The TIMS Super Specialty Hospitals at Alwal and LB Nagar will be operational soon

The youth stood at the forefront during the Telangana movement. They fought for jobs and employment opportunities. The state government completed the recruitment process for over 72,000 government jobs in a transparent manner.

The Group-1 to Group-4 exams were conducted with complete transparency. In view of the rapid changes in the world and the nature of jobs evolving due to AI, the demand for new skills is rising.

To meet the global requirements, the government established the Young India Skills University, prioritizing skill development. The ITIs were upgraded into Advanced Technology Centers (ATCs) to meet current needs.

Students trained at these ATCs are now securing campus placements. We are also introducing new courses in polytechnic colleges. The youth must rise to a level where they can compete not just within Telangana, but globally.

“We are also rapidly expanding the infrastructure essential for the state's development. The state government has already submitted proposals for the 122.9-kilometer Metro Phase-II expansion at a cost of Rs.38,595 crore. We have secured approvals for the Adilabad and Mamnoor airports. Land acquisition for the new airports is in the process,” he explained.

The government launched the prestigious Musi Rejuvenation Project with the aim of providing clean air and water to the people of Hyderabad. Under the Musi Rejuvenation Project, it will revive the Musi River along a 55-kilometer stretch.

The government is serious about food adulteration which endangers public health. 'TG Safe' was launched to curb food adulteration and strengthened the 'EAGLE' system to make Telangana a "drug-free" state.

The government’s goal is not only to meet today's needs but to build the Telangana of tomorrow. The people's government formulated plans to achieve the objectives of the 'Telangana Rising Vision 2047.'

“We resolved to transform Telangana into a three-trillion- US dollar economy by 2047. Measures have been taken to increase Telangana's share of the national GDP to 10 percent. We are developing 'Bharat Future City'—the country's first net-zero smart city—spanning approximately 30,000 acres,” he said.

The state government will unveil the master plan for Future City during the 'Invest Telangana Global Summit-2026,' scheduled to be held in December. TCS has come forward to build the country's largest AI data center in Future City, with an investment of Rs.70,000 crore.

Amazon has already commenced the construction of a data center with an investment of Rs.1 lakh crore. The government is developing the 'Future City' featuring specialized zones such as the Young India Skills University, a Life Sciences Hub, an EV Park, an AI City, a Health City, and an Education City.

Infrastructure projects like the Regional Ring Road, greenfield highways, dry ports and industrial corridors connecting Hyderabad to Nagpur, Bengaluru, and Vijayawada are set to transform Telangana into a big developed state in the country.

Since the roads network is a sign of real development, the government has undertaken initiatives to ensure seamless road connectivity from villages to mandals, mandals to districts, and districts to the state capital.

Road works worth Rs.13,000 crore under the Roads & Buildings (R&B) department and Rs.6,294 crore under the Panchayat Raj department are already grounded. Currently, the state is facing a rainfall deficit due to the impact of El Nino and the demand for electricity has also risen.

The government is working with advance planning to ensure there are no disruptions to the drinking water and electricity supply. It is making efforts to generate more work days under the VB-G RAM - G scheme.

Along with development and welfare, self-respect, freedom, equality and social justice are the foundations of people-centric governance. September 17 is not just a day to recall the past.

It is a significant and memorable day that reminds us of responsibilities. It marks the historic moment that paved the way from the Nizam's autocratic rule to democratic governance.

“We achieved the separate state of Telangana through a mass movement, numerous struggles, and the sacrifices of martyrs. Now, the fruits of that history and those movements must be reflected in the lives of the people,” he said.

Farmers must have a sense of security. Women should achieve economic empowerment. Justice must be ensured for the marginalized sections. Children from poor families should get access to quality education and healthcare. The youth get the opportunity to compete on a global stage. Finally, the development must reach every region of the state.

“We will not forget history. We shall not stop at history alone. Let us build a modern Telangana with the spirit of the past struggles. Let us shape Telangana into a state that the world looks upon with pride with the participation of the four crore people of the youngest State of Telangana,” he added.
