Telangana Govt Issues 1st Bhudhaar Card To Resolve Land Issues
New system links survey maps with a unique ID to ensure clear land ownership

Hyderabad: The first Bhudhaar card with a unique 14-digit number was issued to a farmer for agricultural land in Khammam district on Tuesday under the newly introduced Bhu Bharati Act. It is designed on the lines of the Aadhaar card issued to individuals and aims to establish clear ownership of land.
As part of the land administration reforms, the government has made it mandatory to attach a survey map for all agricultural land registrations. Revenue minister Ponguleti Srinivas Reddy said that the government had integrated the revenue, survey, and registration departments through a unified Bhu Bharati portal to streamline property registrations and provide a permanent solution to land disputes.
The integrated portal was launched on a pilot basis last month in five mandals — Kusumanchi in Khammam district, Kosgi in Narayanpet district, Aswaraopeta in Bhadradri Kothagudem district, Amangal in Rangareddy district, and Vatpally in Sangareddy district.
The first registration with a survey map was completed on Tuesday in Kusumanchi mandal of Paleru constituency in Khammam district, marking a historic milestone. In this instance, farmer Bhagam Kishan Rao from Muthapuram village of Nelakondapalli mandal sold one acre and four guntas of land located in Survey No. 156/E/1 of Gattu Singaram revenue village in Kusumanchi mandal to Katta Venkateswara Rao of the same village.
The transaction was registered at the Kusumanchi tahsildar office, attaching a detailed survey map showing the land boundaries. The tahsildar subsequently issued Bhudhaar Number 795GCHDCUPJ7H0 along with the land parcel map (Bhu Kamatha Patam-1).
Srinivas Reddy said the government is committed to implementing this system in a phased manner across the state to ensure a permanent resolution of land disputes. He said that a farmer’s life is intrinsically linked to land and that only when ownership rights are clearly established can a farmer’s life be secure.
“When land ownership is permanently confirmed through a survey map and a Bhudhaar number, it gives confidence to the farmer, assurance to the family, and trust in the future,” he said.
Srinivas Reddy further stated that under the leadership of Chief Minister A. Revanth Reddy, the government is strengthening the revenue system and taking rapid steps to resolve land-related issues permanently. As part of this effort, the integrated Bhu Bharati portal brings land, survey, and registration services under a single umbrella, making services more accessible to people.
He said that the provision mandating a survey map during registration has been incorporated into the Bhu Bharati Act, and citizens can also voluntarily apply for survey certification for their properties. The pilot implementation in the five mandals is already underway in accordance with these provisions.
The minister said the Bhu Bharati Act has brought transparency to land administration by assigning a precise survey map and a Bhudhaar number to every land parcel, eliminating ambiguity in ownership. The portal ensures that these services are easily accessible to the public. He also noted that the government has moved away from outdated survey methods and is using advanced rover technology to ensure high accuracy in land surveys.
