Delay in HMDA Permits Hits Industry Growth

Hyderabad:Delays in processing building permits by the Hyderabad Metropolitan Development Authority (HMDA) are adversely affecting industrial growth in the city and state, while also giving rise to allegations of corruption from applicants.
For industries falling under HMDA jurisdiction, Telangana Industrial Project Approval and Self‑Certification System (TG‑iPASS) applications are routed through two wings of the authority — the Planning Wing, which examines technical aspects and deviations, and the Revenue Division, which checks land records, prohibited lists, buffer zones and sale deeds.
Applicants allege that files are being stalled in the Revenue Division, preventing them from even reaching the Planning Wing. As per procedure, applications must first be scrutinised by Revenue officials before being forwarded for technical clearance.
Most delays are reported in TG‑iPASS applications, particularly those in the Cyberabad region. Unlike residential or commercial projects, where builders can recover costs through higher per‑sq.ft pricing, industries find it difficult to absorb such mechanisms, making them more vulnerable to delays.
“Delaying permits of industries, that too intentionally, has a direct adverse impact on the state’s economy,” said one applicant. Another pointed out that even a mid‑sized industry can generate around 400 jobs. “Delays in approvals stop money rotation and flow in the state,” he said.
