Contempt Notices to IAS Officers Karnan, Ilambarithi
Justice Nagesh Bheemapaka directed authorities to file counters in the contempt case by January 9, 2026 and also cautioned if they do not comply, they have to appear before the court the same day and their counter affidavit would not be accepted unless they pay costs of Rs 10,000 to the High Court registrar (judicial).

Hyderabad: The Telangana High Court on Wednesday issued contempt notices to GHMC Commissioner R.V. Karnan as also to his predecessor K. Ilambarithi, presently serving as Commissioner of transport department, for not complying with the court orders in disposing of the First Appeal filed under the Right to Information Act.

The judge was dealing with a contempt case filed by Vaddam Shyam of Ramgopalpet of Secunderabad for not disposing of the First Appeal filed under the RTI Act. Mahesh Mamindla, the counsel for the petitioner submitted to the court that the authorities had not facilitated the petitioner to go through the records of occupancy certificates issued by the Serilingampally Zone of the GHMC. When it was challenged before the High Court, the court in November 2024 had directed the authorities to dispose of the petitioner’s application within 30 days. However, the authorities did not comply with the court orders. Hence, the contempt case was filed.
