Bhatti Seeks Funds, Approvals for TG’s Infra Projects in Union Budget

Hyderabad: Deputy Chief Minister and finance minister Mallu Bhatti Vikramarka on Saturday submitted Telangana’s comprehensive wishlist to the Centre ahead of the Union Budget 2026, during a pre-Budget meeting convened by Union finance minister Nirmala Sitharaman with finance ministers of all states in New Delhi.
Bhatti urged the Centre to positively consider the state’s key infrastructure, education, irrigation and fiscal reform proposals.
He strongly pressed for the early sanction of the Regional Ring Road (RRR) project, stating that land acquisition had begun in anticipation of approval. The project, he said, would unlock immense development potential by boosting connectivity and industrial growth. He also sought immediate sanction for the second phase of the Hyderabad Metro Rail, which is pending with the Union ministry of urban development.
The Deputy Chief minister sought relaxation of the cap imposed by the Fiscal Responsibility and Budget Management (FRBM) Act limits for education and health spending, highlighting Telangana’s network of over 1,000 residential schools and its plan to establish Young India Integrated Residential Schools in all 119 Assembly constituencies along with super-speciality hospitals and medical colleges.
Bhatti also called for rationalisation of cesses and surcharges, better GST compensation mechanisms, acceptance of all recommendations of the Sixteenth Finance Commission, and restoration of States’ fiscal autonomy, warning that unilateral policy changes such as replacing MGNREGA with VB G RAM G would strain state finances and undermine cooperative federalism.
Complimenting the Centre for its vision of achieving a USD 30 trillion economy by 2047, Bhatti said Telangana was contributing 5.1 per cent to India’s GDP and had unveiled its “Telangana Rising 2047” vision to become a $3 trillion economy, contributing 10 per cent to the national GDP by 2047. To achieve this, he said states needed enhanced fiscal space, including raising the fiscal deficit limit to 4 per cent of GSDP, converting 50-year interest-free loans into grants and doubling their quantum.
