Hyderabad: Revenue minister Ponguleti Srinivas Reddy announced that all land-related issues from the time of the Dharani portal, in mandals where he launched the Bhu Bharati pilot project on Thursday, would be resolved by June 2, Telangana Formation Day.
The minister formally launched the pilot project in two mandals — Maddur in Narayanpet district and Parigi in Vikarabad district — and took part in a revenue sadassu at Kajipur in Maddur mandal, where he received petitions from local residents grappling with land disputes, many of which have remained unresolved since the introduction of the Dharani portal during the previous BRS regime.
He described the Bhu Bharati initiative as a people-first, cost-free, and transparent system that would bring lasting change to the state’s land administration.
Srinivas Reddy announced that a continuous redressal process was underway where revenue officials would directly visit citizens to accept applications and address grievances without charging a single rupee. “Under Dharani, people had to spend more than `1,000 to apply through Mee Seva centres seeking resolution for every single grievance and visit the CCLA in Hyderabad or district collectors offices to seek help, incurring unnecessary expenditure in the process. Bhu Bharati eliminates all of that,” he said.
Alleging that the previous BRS government had encroached upon assigned land belonging to the poor, Srinivas Reddy said that an audit would be conducted, and those land parcels would be reclaimed. He said that BRS misused the Dharani system to illegally capture lakhs of acres, and BRS leaders themselves had come to him privately admitting flaws in the portal.
He said that land that was encroached would be recovered through the Bhu Bharati portal, and redistributed to eligible poor.
Srinivas Reddy said that the Bhu Bharati Act was poised to become a model for the nation. He stated that village administrative officers would be appointed in every revenue village to enhance local accountability. “Land illegally occupied, whether the government or those belonging to farmers using Dharani portal during the BRS regime, will be reclaimed through Bhu Bharati, provided they are not tied up in court cases,” he added.
To improve transparency during land registration, the government is introducing property maps with detailed descriptions during the registration process, a step made possible by the upcoming appointment of 6,000 licensed surveyors. He said property maps were currently used only for non-agri registration like houses, flats etc. This will ensure clarity, especially in rural areas where boundaries and ownership often become sources of conflict.
The minister shared that from May 1, another 28 mandals, one in each of the remaining 28 districts, will implement the Bhu Bharati Act on a pilot basis. “All disputes in the pilot mandals will be fully resolved by June 2, and we will gradually roll out the system across the state,” he said.
Highlighting the government's commitment under the Indiramma government led by Chief Minister Revanth Reddy, Srinivas Reddy said Bhu Bharati had been crafted with expert inputs and had public welfare at its core. “This is not just an Act, it’s a generational reform. Farmers will now get full protection from future land disputes,” he stated.
Srinivas Reddy also announced that revenue sadassus would be held in all divisions to better understand and address the concerns of farmers.
