Actions Guided by SC Judgment: HYDRAA Chief
Speaking about HYDRAA's vision and agenda, Ranganath said that the agency’s action had not only helped recover land and properties worth thousands of crores, but had also helped expand lake spreads

Hyderabad: Fatima Owaisi College is in the full tank level (FTL) of Salkam Cheruvu in Chandrayangutta according to a preliminary notification, HYDRAA commissioner A.V. Ranganath confirmed on Sunday. “We are waiting for the final notification,” he said even as he acknowledged the social impact of the institution.
Speaking at a X Spaces audio livestream programme by the government’s Fact Check Initiative on Sunday, Ranganath said: “According to the preliminary investigation and the documents at hand, it is proved that the college is, in fact, on the FTL of Salkam Cheruvu. The final notification is still pending.”
“We do not see the party, but we see the social dimension. The college built by Asaduddin Owaisi (AIMIM president) and Akbaruddin Owaisi (AIMIM Assembly floor leader) serves to educate more than 10,000 poor Muslim students, from KG to PG. So many children study for free of cost. We are still waiting for the final notification,” the commissioner said.
Speaking about HYDRAA's vision and agenda, Ranganath said that the agency’s action had not only helped recover land and properties worth thousands of crores, but had also helped expand lake spreads.
“HYDRAA has reclaimed properties worth more than `1,000 crore at Bum-Rukn-ud-Dowla lake, and nearly `30 crore worth properties at Chandrayangutta just through removing encroachments,” he said.
“We follow the landmark judgement of Chief Justice B. R. Gavai, where he allowed demolishing illegal encroachments built on water bodies, drainage lines, railway lines and roads without issuing any notices.”
Explaining the procedure of inspections and actions by the agency, Ranganath said: “Once we get a complaint, we inspect the documents and other details on whether the complaint is true or not. Once we establish that the complaint is in fact true, we begin ground inspections.”
“Our inspector goes to the ground and conducts meticulous surveys of the disputed property. After that, we conduct more research and call both the parties to a meeting and ask both the complainant and the respondent to submit ownership proofs and documents. In the meeting, we discuss and inspect everything in detail, with our inspector also showing their findings. After coming to a final understanding by our officials, we take action”, Ranganath said.
“Because of high-profile demolitions like N-Convention, and Gandipet demolitions, we were able to bring awareness among people about checking FTL and buffer zone details before purchasing property near lakes and drainage lines. That is one of the biggest impacts we had”, he further said.
