37 AP-Origin Students Declared Ineligible for ST Quota
AP-origin candidates found ineligible; seats to be offered to Telangana ST students
Warangal: Kaloji Narayana Rao University of Health Sciences (KNRUHS) has cancelled the admission of nine candidates of AP origin to medical colleges in Telangana for studying MBBS after finding them ineligible for availing admission under the quota reserved for ST candidates.
According to orders issued by the KNRUHS registrar on Saturday, the action was taken based on a report submitted by the Telangana tribal welfare department director on September 22.
In its communication, the tribal welfare department found the origin of a total of 37 candidates to be Andhra Pradesh, making them ineligible under the competent authority quota in Telangana. However, they would be considered under the open category based on merit.
Out of these 37 candidates, nine candidates had secured admission, which will be cancelled, as a result, these seats will be released for admission under the ST category in the third round of counselling.
The tribal welfare department’s action stems from a High Court verdict in ‘Kukatikonda Jyothirmie v State of Telangana’, which said that when a territory is divided due to the reorganisation of states, a migrant is entitled to benefits only in their state of origin, not the state of migration, unless they were an ordinary permanent resident of the region at the time the original Presidential Orders were enacted.
The communication further stated that the 10-year period after the bifurcation of Andhra Pradesh, shared admission quotas were allowed for Telangana and residual Andhra Pradesh under Section 95 of the Andhra Pradesh Reorganisation Act, 2014. However, this provision expired on June 1, 2024 after the completion of the 10-year period.
After this incident, authorities have also decided to strengthen the verification of original certificates for MBBS and BDS admissions for the 2026-27 academic year.
The nine students had been allocated seats in the Government Medical College, Vikarabad; RVM Institute, Siddipet; ESIC Medical College, Hyderabad; Osmania Medical College (two); Raja Rajeswari Medical College, Patancheru; NOVA Institute, Hyderabad; Government Medical College, Karimnagar; and TRR Institute, Patancheru.
The university also said that the nine cancelled MBBS seats will be treated as vacant and allotted to eligible Telangana ST students based on merit during the third round or mop-up counselling. Authorities have also decided to strengthen the verification of original certificates for MBBS and BDS admissions for the 2026-27 academic year.
