Chennai’s Smart City Experiment Good in Parts
Chennai’s Smart City Mission is an urban experiment that delivered assets, introduced new ideas and created some institutional capacity, but stopped short of fundamentally changing the way the city is governed
CHENNAI: Chennai was supposed to become smarter by changing the way it planned, moved, monitored and managed under the Smart City Mission. Ten years later, the more interesting question is not how many Smart City projects were completed, but how much the experiment actually changed Chennai’s urban DNA.
There are visible successes, including pedestrian infrastructure in T. Nagar, Central Plaza, restored water bodies, smart classrooms and the Integrated Command and Control Centre at Ripon Buildings. But there are also unfinished possibilities: the original technology-heavy vision was substantially altered, some projects gave way to conventional civic infrastructure, and the model never expanded into the city-wide transformation that its proponents had hoped it would trigger.
That makes Chennai’s Smart City Mission neither a clear success nor a failure. It is an urban experiment that delivered assets, introduced new ideas and created some institutional capacity, but stopped short of fundamentally changing the way Chennai is governed.
And that distinction matters as the city enters another enormous infrastructure cycle.
When the Union government launched the Smart Cities Mission in 2015, the ambition was considerably larger than building attractive streets or installing digital equipment.
The programme sought to make cities more liveable, sustainable, technology-driven and efficient, using area-based development to create models that could eventually be replicated across the wider urban landscape.
For Chennai, the experiment came after decades of urban-improvement programmes.
The earlier Singara Chennai vision had focused on the physical city that included roads, parks, flyovers, sanitation, water supply and beautification. Meanwhile, Smart City Mission brought a new vocabulary: data, technology, integrated services, citizen participation and intelligent urban management. The promise was not simply to make Chennai look better. It was to make the city work differently.
T. Nagar became the principal area-based development zone, effectively making one of Chennai’s busiest commercial districts a laboratory for urban transformation.
The pedestrian improvements were perhaps the most visible outcome.
Footpaths were widened and pedestrian areas improved, with the objective of reclaiming public space from vehicles.
For a city whose road-development philosophy had traditionally revolved around moving vehicles, that was a significant conceptual shift.
But T. Nagar also exposed the difficulty of transforming an existing city.
A commercial district has pedestrians, buses, autos, cars, two-wheelers, vendors, delivery vehicles and parking demand competing for the same road space.
As the assessment notes, a redesigned footpath can improve walking conditions, but without changes to traffic, parking and enforcement, “the transformation remains partial”.
K. Babu, a resident of T. Nagar, said some works had been carried out in Pondy Bazaar and on North Usman Road under the Smart Cities Mission. “However, people now do not know what happened to the projects or what progress has been made. It appears that these projects have brought little or no tangible benefit to either the residents or commuters,” he said.
The concept of Smart City was to bring civic data and operations together so that the Corporation could monitor the city more intelligently. The system has since evolved into wider use of cameras and sensors for flood monitoring, emergency response and monitoring rainfall, water levels and pumping infrastructure.
This is where the Smart City idea arguably succeeded. Technology has moved from being a demonstration project to becoming part of Chennai’s routine administration. But the real test is not the command centre.
“The real Smart City is not the screen inside the control room. It is the response on the street,” Babu pointed out.
“If data can tell officials that a subway is flooding before commuters are stranded, identify a drainage problem before inundation spreads, or help repair a civic asset faster, then these projects have meaning,” he elaborated.
The most revealing part of Chennai's Smart City story is what did not happen. The original proposal included a Rs. 100-crore Intelligent Traffic Management System and a Rs. 248.47-crore street-light monitoring system. Both eventually came to a standstill. That matters because these projects went directly to the core of the mission’s technology-led vision.
Also, 20 projects not part of the original proposal were subsequently taken up, including waterbody restoration, a biogas plant, crematorium modernisation, smart classrooms, traffic parks and a green building.
CSCL was created as a special-purpose vehicle to implement the programme. But, Chennai is not a blank canvas on which a single agency can redesign urban life.
Traffic involves multiple agencies. Water involves different departments. Flood management cuts across the Corporation, water resources department and other infrastructure agencies. Transport involves MTC, Metro and other stakeholders.
According to the CSCL officials, the biggest obstacle was not technology but fragmented governance. The coordination of departments is key to successful implementation of the projects. For the last decade, the mission has implemented many projects, and projects are still under way. Chennai today is a very different city from the one that entered the Smart Cities Mission in 2015, said CSCL officials.
The officials said that talk of residents had moved from isolated “smart” projects to Metro phase II, flood resilience, watershed management, expanded connectivity, redevelopment and large-scale infrastructure integration.
The activists pointed out that the biggest legacy of Smart City perhaps was not what Chennai built but what it learnt.
The T. Nagar experience showed that pedestrianisation requires traffic and parking reform. The waterbody projects demonstrated the limits of treating drainage assets individually. The command centre showed the potential of real-time civic data. Smart classrooms demonstrated that the meaning of “smart” extends beyond sensors and cameras. And the difficulties encountered by CSCL point to a larger truth: urban transformation cannot be delivered by projects alone, they say.
The ultimate measure of Chennai's Smart City legacy is, therefore, not the number of projects completed.
It is whether the city has acquired the ability to anticipate problems, coordinate agencies, use data, protect public space and respond faster to citizens.
As the original assessment puts it, a smart city is not necessarily one with the greatest number of sensors. It is one where public money produces measurable improvements in people’s daily lives.
Chennai began the Smart City journey in 2015 with the promise of building the city of the future. A decade later, the future has arrived in fragments.
“The challenge now is to connect those fragments, and turn a collection of smart projects into a genuinely smarter city,” said V.S. Jayaraman, a social activist in the city.
