Chennai:Positioning Artificial Intelligence (AI) as the cornerstone of its economic and governance agenda, the Tamil Nadu government on Wednesday unveiled an ambitious roadmap in the 2026-27 revised budget to build an end-to-end AI ecosystem, spanning education, workforce development, research, industry and public administration.
The initiatives include a flagship programme to train 5 lakh youth in AI by 2031, expansion of AI education in government schools, the establishment of India’s first dedicated AI and Innovation City, the strengthening of the Tamil Nadu AI Mission and the deployment of AI to improve government service delivery.
Presenting the revised budget, finance minister N. Marie Wilson announced the launch of the AI Industry Development Programme under which an expert committee comprising academic and industry leaders will develop specialised AI curricula tailored to different levels of higher education.
The programme aims to skill and empower 5 lakh students across engineering colleges, polytechnics and Industrial Training Institutes (ITIs) by 2031 through advanced training infrastructure and partnerships with premier institutions such as the Indian Institute of Technology Madras (IIT-M).

The minister added that the initiative was intended to ensure that the state’s youth become “the primary beneficiaries of this technology-driven revolution” while building a future-ready workforce capable of meeting the demands of the digital economy.
Complementing the skilling initiative, the government also announced the establishment of ‘Arivagam’, India’s first dedicated AI and Innovation City, to create an integrated ecosystem for AI and deep-tech development. A feasibility study for the project will be undertaken at an estimated cost of `5 crore.
According to the budget, Arivagam will house an AI university, an international skill development centre, a semiconductor hardware testing laboratory, multi-domain innovation incubators and modern residential infrastructure.
The city is envisioned as a collaborative hub bringing together AI companies, deep-tech start-ups, quantum technology ventures, enterprise capability centres, research institutions and government AI initiatives, supported by advanced computing infrastructure and a highly-skilled workforce.
The budget also announced a major expansion of the Tamil Nadu School Programme for Artificial Intelligence, Robotics and Knowledge of Online Tools (TN Spark). During 2026-27, the programme will be extended from the existing 5,000 government schools to an additional 2,600 schools.
Under the revamped three-tier framework, students in classes VI to VIII will be introduced to the fundamentals of AI, robotics and digital tools. Students in classes IX and X will receive intermediate-level training, while students in classes XI and XII will be offered specialised elective courses.
“This initiative will directly enable students to innovate, develop leadership capabilities and strengthen Tamil Nadu’s position in the global knowledge-driven economy,” the budget noted.
Beyond education and research, the government announced that the Tamil Nadu Artificial Intelligence Mission (TN AI Mission) would be expanded to promote the responsible adoption of AI across governance and emerging technologies.
“Artificial Intelligence (AI) is no longer a futuristic concept but a driving force improving the every day lives of our citizens. To make administration faster, more transparent, more inclusive and more accessible, this government is committed to using Artificial Intelligence responsibly,” the minister said.
The strengthened TN AI Mission will cover emerging technologies including AI, Quantum Technology, Animation, Visual Effects, Gaming and Comics (AVGC), and Extended Reality (XR), with a special focus on AI applications in healthcare, agriculture, education, citizen services, urban administration, social welfare and other government departments.
As part of its digital governance agenda, the government announced that all e-Sevai centres would be upgraded to e-Sevai 2.0 with high-speed Internet connectivity and expanded citizen services.
The Namma Arasu WhatsApp chatbot, which currently delivers 76 services across 20 departments, will be expanded to provide 275 public welfare services, enabling people to access government services more efficiently.
Highlighting the state’s digital economy, the budget noted that Tamil Nadu’s information technology sector generates more than `2.5 lakh crore in annual IT exports and provides employment to over 20 lakh people, directly and indirectly.
The government has allocated Rs. 2,022 crore to the labour welfare and skill development department, `398 crore to the AI, information technology and digital services department and Rs 17,150 crore to the special programme implementation department in the revised budget estimates.
The current budget clearly treats AI skilling as a workforce and growth strategy which is a welcome move with large allocations for training students, modernization of the ITIs, providing laptops and digital access.
