SIR Gets Strong Response in AP, 3.71 Crore People Submit Enumeration Forms
Around 89.22% of Andhra Pradesh's 4.16 crore electors submitted enumeration forms during the Special Intensive Revision of electoral rolls.
As many as 3.71 crore electors out of a total 4.16 crore submitted their enumeration forms showing an overwhelming 89.22 per cent response to the Special Intensive Revision of electoral rolls in Andhra Pradesh.
The publication of draft electoral roll was on July 31, the period of filing claims and objections is from July 31 to August 30, the notice phase/disposal of claims and objections is July 31 to September 28 and publication of final electoral roll is on October 3.
Some 15.22 per cent, forming 3.66 per cent, of the names in the present electoral rolls was found to be of
deceased persons, which would be deleted. This apart, the electors whose enumeration forms have not been submitted include permanently shifted/absent/others-22.30 lakh (5.35 per cent) and those enrolled at multiple places in electoral rolls, some 7.7 lakh (1.77 per cent).
Still, new names can be added. Names of genuine electors, if not included yet, can be added into the electoral
rolls during the ‘claims and objections’ phase from July 31 to August 30 using Form-6 along with a prescribed declaration form.
The name of the electors found enrolled at multiple places in electoral rolls will be retained only at one place.
The Election Commission stated that it has taken up the SIR of electoral rolls at a national level to ensure
complete inclusion of all the eligible electors, removal of false names, and for following full transparency at every stage of the process.
Representatives of recognised political parties including their district presidents actively participated in the exercise through the 1.27 lakh booth-level-agents (BLAs) appointed by them. At the beginning of the SIR, only 68,868 BLAs were appointed and the increased number indicated active participation of the political parties to this rectification process.
The BLAs fielded by political parties were as follows: BSP-1, BJP-27,583, CPI-M-364, INC-356, Telugu Desam-44,603, Janasena-8,988 and YSRC-45,973. Total 1,27,868.
The EC allowed BLAs to file applications in bulk subject to a condition that a BLA shall not submit more than 50 EFs per day to BLO before the draft publication and 10 EFs per day thereafter. The BLOs carried out house-to-house visits to reach out to existing electors and distribute EFs.
Optimisation of electors to not more than 1,200 electors per polling station was maintained by rationalisation of polling stations resulting in an increase in the total number of polling stations to 50,328 from 46,397 -- an increase of 3,931.
The young electors who attained 18 years of age on or before July 1 are being encouraged to apply for inclusion in the electoral roll through Form-6 along with the prescribed declaration and special campaign will also be conducted in the state for this purpose.
SCRUTINY: As the draft electoral roll was published on Friday by the concerned ERO in all 175 assembly constituencies, scrutiny of draft electoral rolls can now be taken up.
The ERO/AERO shall not delete any entry/name from the draft electoral roll without issuing notice, conducting
an inquiry and giving a fair and reasonable opportunity to the person concerned whose name has appeared in the draft roll.
In case any person is aggrieved by the decision of the ERO, he/she may prefer an appeal to the district magistrate within 15 days of the ERO’s order under section 24(1) of the Representation of the People Act, 1950 read with rule 27 of the Registration of Electors Rules, 1960.
