PPP Method is Best Way to Receive Huge Investments: Naidu

Vijayawada: Chief Minister N. Chandrababu Naidu has advised officials to ensure that development projects are undertaken on a large scale under the PPP method.

He said if the goals of Swarnandhra-2047 are to be achieved and if the state is to receive huge investments, the PPP method is the best way.

The Chief Minister recalled that reforms were implemented during his tenure in the past. As part of that, good results were obtained by using the PPP method. On Thursday, the chief minister reviewed the issue of expanding the PPP method with officials at the Secretariat.

Naidu said the PPP method should be given priority in the construction of roads, ports, the medical sector, tourism and infrastructure by connecting the district as a unit. The PPP approach will help in further increasing the share of capital expenditure in the total expenditure of the state government. PPP will support the development goals set by the state, he said.

Naidu said the central government is encouraging states to prepare PPP plans through the ‘India Infrastructure Project Development Fund’. The authorities should take steps to overcome the challenges such as land allocation, delays in permissions and unresolved disputes in the implementation of PPP.

He said the previous government did not respect PPP agreements and did not see private partners as developers, which caused irreparable damage to the state.

Naidu explained that DPRs are ready to undertake 20 roads in the state with a length of 1,422km through the PPP method. Depending on feasibility, this can be increased to 8,893km. He further explained that, for the construction and innovation of new projects, the government has decided to seek help from various organisations under the national bank for financing infrastructure and development and the national investment and infrastructure fund.

The Chief Minister said that if mineral resources are managed through the AP mineral development corporation, the state government has the opportunity to earn an additional revenue of Rs.9,000 crore. He said the target is to raise loans of Rs.5,000 crore with the support of APIIC for the creation of infrastructure required for industries.

Naidu said capital Amaravati needs to be developed to increase sustainable income. Promoting tourism and logistics to make good use of the third-largest coastline in the country will also be helpful for revenue generation.
