Pawan Kalyan’s Governance Push Reforms on Fast Track, Development in High Gear

Vijayawada: Deputy Chief Minister K Pawan Kalyan has said a reform-driven governance model coupled with rapid execution of decisions marked 2025 for Andhra Pradesh.
In a New Year message, the deputy CM hoped for the continuation of development and welfare backed by strong central support, under the leadership of prime minister Narendra Modi and chief minister Chandrababu Naidu.
Pawan Kalyan, who holds portfolios of Panchayati Raj, rural development, rural water supply, forest, environment and Science & Technology, created a world record by conducting Gram Sabhas in all 13,326 panchayats in a single day.
The commitments that he made were fulfilled by February 2025 through Palle Panduga 1.0, delivering 4,300km of rural roads, 22,500 mini Gokulams, over 15,000 water troughs and more than one lakh farm ponds across the state.
Building on this success, Palle Panduga 2.0 was launched on October 26 with doubled funds and targets.
With an outlay of ₹6,700 crore, the programme envisages 53,382 development works, including 8,000km of roads, 25,000 mini Gokulams and 58km of innovative “magic drains”. The Centre has extended ₹2,000 crore as special assistance, with additional funding being mobilised through NABARD and other agencies.
Tribal welfare received a major boost with Adavi Thalli Baata, launched in April 2025 to connect remote habitations. With ₹1,005 crore, 1,069km of roads are being built to link 625 tribal villages, significantly easing access and mobility.
Under Kalyan’s initiative, water security was strengthened by reviving the Jal Jeevan Mission. Mega water grid projects worth ₹7,910 crore are under way in five districts, aimed at providing safe drinking water to 1.21 crore people over the next 30 years.
Branded Amarajeevi Jaladhara, the projects are targeted for completion by 2027.
Sanitation reforms included mainly the Swachh Rath initiative, which exchanged dry waste for essential commodities. Operating in seven districts, 28 vehicles have collected over two lakh kg of waste, generating ₹34.83 lakh in revenue. Low-cost magic drain systems, piloted successfully, are now being implemented in 126 panchayats.
Human–wildlife conflict mitigation was another area focused by the Deputy Chief Minister. It saw the induction of kumki elephants and AI-based monitoring systems, while forest protection was strengthened through action against encroachments and red sanders smuggling. Green cover enhancement programmes aim to raise forest cover from 33 per cent to 50 per cent by 2047.
Wildlife care was institutionalised through the HANUMAN Foundation, focusing on rescue, treatment and rehabilitation.
Administrative reforms energised the workforce with the abolition of the cluster system, autonomy to panchayats and record promotions to over 10,000 employees, alongside large-scale training programmes.
Known for swift grievance redressal, the Deputy CM sanctioned funds within hours or days for roads, temples, schools and community facilities—often supplementing projects personally—translating assurances into action.
As 2026 begins, Andhra Pradesh’s rural transformation agenda stands firmly on the fast track, blending reforms, responsiveness and results, officials said.
