AP Public Employment Law Notified, Local Jobs Quota Raised To 95 Pc
Under the new structure, the local quota for all direct recruitment posts has been increased to 95% at all levels, up from 80% at the district level and 70% at the zonal level earlier.

Amaravati: The Andhra Pradesh government on Tuesday has notified a new zonal system for recruitment and transfers of state government employees, reorganizing cadres based on the state’s 26 districts. A Gazette notification, GO MS No 45, was ratified following orders from the Centre to replace the 1975 framework with the 'Andhra Pradesh Public Employment Order-2005'.
Under the new structure, the local quota for all direct recruitment posts has been increased to 95% at all levels, up from 80% at the district level and 70% at the zonal level earlier. The remaining 5% will be under the Open Category. The Centre has mandated that all posts be adjusted into the new cadres within 27 months.
With the formation of two additional districts in the state, the AP government is set to resubmit proposals to the Centre for a new Gazette notification, reflecting the revised total of 28 districts. If suitable local candidates are not available, those posts will be carried forward for a period of up to three years. There is a stipulation that at least one post must be reserved under the Open Category.
Revised Classification of Posts
As per the new rules, the District will be the unit for posts from Junior Assistant and equivalent non-gazetted positions up to teaching posts. For posts above Junior Assistant up to Superintendent, and for Class-I Gazetted posts, the Zone will be the cadre unit. Posts above that level, up to Deputy Collector and equivalent, will fall under Multi-Zone as the Local Area/Cadre Unit. Existing State-level posts will be reclassified as Multi-Zone posts. Local reservation rules will not apply to posts in the AP Secretariat, Heads of Department offices, State-level institutions, specialized offices, or police jobs within the Capital Region.
New Zonal Divisions
Earlier, local candidature was based on the undivided 13 districts. With the new rules and the number of districts, which were also increased to 26 districts. The 26 districts have been divided into two Multi-Zones and six Zones for all future recruitment and transfers.
Zone-1: Srikakulam, Vizianagaram, Parvathipuram Manyam, Visakhapatnam, Anakapalli
Zone-2: Alluri Sitarama Raju, Kakinada, Dr. B.R. Ambedkar Konaseema, East Godavari
Zone-3: West Godavari, Eluru, NTR, Krishna Multi-Zone-2:
Zone-4: Guntur, Palnadu, Bapatla, Prakasam, Sri Potti Sriramulu Nellore
Zone-5: Tirupati, Chittoor, YSR Kadapa, Annamayya
Zone-6: Anantapur, Sri Sathya Sai, Kurnool, Nandyal.
State-level posts will now be brought under the multi-zonal cadre system.
