Naidu Pushes Constituency Vision Plans to Put AP in Top League
Naidu directed officials to prepare and implement development plans based on local resources, needs and conditions
VIJAYAWADA: Chief Minister N. Chandrababu Naidu on Friday directed public representatives and officials to speed up implementation of constituency-level Vision Action Plans to help Andhra Pradesh emerge as one of the country’s leading states across sectors.
Reviewing the functioning of the constituency Vision Action Plan units through a video conference from his camp office, Naidu said the Swarna (Golden) Constituency Vision Action Plan aimed to eradicate poverty, resolve public grievances quickly and improve governance.
Addressing ministers, MPs, MLAs, collectors, Young Professionals, Knowledge Partners, Swarna Office staff and other officials, Naidu said Andhra Pradesh was the first state in the country to formulate and implement vision plans at the constituency level and that the initiative had received national recognition.
He said MPs and MLAs had a crucial role in achieving the targets under the plans and should work towards growth based on key performance indicators (KPIs). Young Professionals, Knowledge Partners and Swarna Office personnel should bring innovative ideas, improve public services and contribute to constituency development, he said.
Naidu directed officials to prepare and implement development plans based on local resources, needs and conditions. He said a Data Lake containing information on various aspects had been created and should be analysed and used extensively with technology to improve outcomes.
The Chief Minister asked MLAs to conduct regular reviews and ensure field inspections were transparent and accountable rather than mere formalities. The government’s objective was not merely to provide financial assistance but to make beneficiaries economically self-reliant and empower them, he said.
On the P4 project, Naidu said support was being extended to poor families and entrepreneurs should be encouraged to join the fight against poverty. Every poor family should feel that society and the government stood firmly behind it, he said.
Increasing per capita income in every constituency should be a key priority, Naidu said. He directed public representatives, officials and employees to ensure that approved industries were actually grounded in the districts and constituencies concerned.
He said government employees had completed 1.50 crore online courses to improve their capabilities and noted that the Constituency Vision Plan Unit had also received national recognition.
Naidu said rising education and healthcare costs were burdening poor and middle-class families and cited Sanjeevani and Thalliki Vandanam as measures to address these challenges. Improvements in government schools had resulted in one lakh additional students joining them, reducing the financial burden on families, he said.
The Chief Minister stressed the need to move beyond conventional approaches, find local solutions and maintain close coordination in governance. People should be made active partners in government decisions and development programmes, he said.
Recalling the public response to the inauguration of Bhogapuram Airport, Naidu said the “Wings to the Dreams of North Andhra” campaign saw people voluntarily promote the project. He also cited the completion of the Mega DSC recruitment despite attempts to obstruct it, saying teachers themselves had launched a movement when the transparent process was criticised.
“If the government can win the confidence of the people, their cooperation will also be forthcoming on the same scale,” Naidu said.
Minister Payyavula Keshav, finance and planning principal secretary Piyush Kumar and APSDP executive director V.R. Alaparthi were present.
