Naidu: Implement Constituency Action Plans to Make AP No. 1

Addressing a video conference with ministers, MPs, MLAs, collectors, Young Professionals, Knowledge Partners and other officials as part of review on vision action plan, the Chief Minister said Andhra Pradesh was the first state in the country to formulate and implement Vision Plans constituency-wise and added that the initiative had earned recognition at the national level.

He said ministers, MPs and MLAs have a crucial role to play in achieving the objectives of the plans. They should work towards achieving growth in various sectors in accordance with the identified Key Performance Indicators (KPIs).

Young Professionals, Knowledge Partners and Swarna Office staff would play a key role in implementing the Constituency Vision Plans, he said. They should think innovatively, focus on providing better services to people and contribute to the development of their respective constituencies.

The Chief Minister called for preparing development plans based on the availability of local resources and the specific requirements of each constituency. He said the State Government had prepared constituency visions after taking all relevant aspects into consideration and directed officials to implement them more effectively in accordance with local conditions.

A Data Lake has been created to provide information relating to various aspects, he said, directing officials to analyse the available data and make full use of technology.

The Chief Minister asked MLAs to conduct regular reviews of the implementation of Constituency Action Plans. Field-level reviews should not be conducted as a mere formality, but should be transparent and fully accountable to the people.

The government’s primary objective is not merely to provide financial assistance to beneficiaries, but to make them economically self-reliant and lead them towards empowerment, the Chief Minister said. Through the P4 project, support is being extended to the poor, he said, calling for entrepreneurs also to be encouraged in the fight against poverty and for confidence to be created among every poor family that society and the government stand firmly by them.

The Chief Minister directed officials to work towards increasing per capita income in every constituency. Public representatives, field-level officials and employees should extend their full cooperation to ensure that industries receiving approvals are actually grounded in the respective districts and constituencies.

He said employees had already completed 1.50 crore online courses aimed at enhancing their capabilities. The Constituency Vision Plan Unit has also received recognition at the national level, he added.

The Chief Minister said education and healthcare have become a financial burden for poor and middle-class families under the present circumstances, and that innovative schemes such as Sanjeevani and Thalliki Vandanam were introduced to help families overcome these challenges.

He said improving educational standards and skills in government schools had resulted in an additional one lakh students joining them, thereby reducing the educational burden on their families.

The Chief Minister directed field-level officials and public representatives to move away from conventional approaches and think innovatively. He called for applying Vision Plans in accordance with local conditions and finding appropriate solutions to local problems.

Coordination between public representatives and officials is extremely important in governance, he said, stressing that political governance must be effectively implemented at all levels.

The Chief Minister said remarkable results could be achieved only when people are made active partners in government decisions and development programmes.

Recalling the overwhelming public response to the inauguration of Bhogapuram Airport, taken up as a fulfilment of the dreams of the people of North Andhra, he said that when the campaign was organised under the theme “Wings to the Dreams of North Andhra”, people themselves came forward voluntarily to promote it.

Similarly, despite several attempts to create obstacles to the Mega DSC recruitment process aimed at benefiting youth and the unemployed, the government successfully conducted the process and completed the recruitment, he said.

When the transparent Mega DSC process was criticised, teachers themselves had come forward and launched a movement, the Chief Minister pointed out. “If the government can win the confidence of the people, their cooperation will also be forthcoming on the same scale,” the Chief Minister said.
