Ministers Sore Over Chairman Not Ensuring Order in AP Legislative Council

The minister clarified that he is trying to assist the chairman in bringing order in the house

Vijayawada: Three ministers have expressed their displeasure over AP Legislative Council chairman Koyye Moshen Raju for failing to bring the house in order and run the business. Opposition YSR Congress members continued to stage a stir in the house for the third consecutive day on Wednesday, demanding a discussion on the alleged anomalies in mega DSC-2025.

Trouble broke out soon after the council session began with the chairman disallowing the adjournment motion given by the YSRC members seeking discussion on mega DSC. Opposition YSRC members trooped into the well of the house, climbed up the podium, and banged the table of the chairman demanding a discussion.

Housing minister Kolusu Parthasarathy expressed concern saying the opposition members have been hijacking the business in the house for the last three days. He asked the chairman to advise agitating members to go back to their seats.

Civil Supplies minister Nadendla Manohar asked why the chairman is allowing the opposition members to climb up to the podium and disrupt proceedings. He advised action against the agitating members by following disciplinary procedures.

Chairman Moshen Raju countered the minister asking what procedure he could follow. Raju referred to Nadendla’s earlier stint as speaker of the AP Legislative Assembly and asked the minister to initiate the procedure to bring order in the house. Nadendla said all members should protect the decorum of the house and advised the chairman not to allow the agitating members to climb up the podium.

Minister Parthasarathy advised the chairman to call the marshals into the house to bring order, as he had earlier done during the previous YSR Congress regime.

Agriculture minister K. Atchannaidu intervened saying they respect the council chairman and advised him to suspend the agitating members from the house, as the chairman is empowered to do so.

After a small break at this stage, the house resumed its session. Minister Nadendla read out the rule book and started explaining how the house can be brought to order by naming the disorderly member and making the named member withdraw from the house. This resulted in heated exchange of words between the minister and the chairman. The minister clarified that he is trying to assist the chairman in bringing order in the house.

Leader of opposition Botsa Satyanarayana raised objection saying the minister is trying to dictate the rule position to the chairman. He maintained that all senior members know the rule position. Satyanarayana said all they have been demanding is that the government allow discussion on mega DSC. But this is not being done.
