Jana Sena Leader Alleges Rs 100-Crore GVMC Tax Concession Scam

Visakhapatnam: Jana Sena leader Pithala Murthy Yadav has alleged that senior officials of the Greater Visakhapatnam Municipal Corporation (GVMC) colluded with the family of former YSRC minister Kottu Satyanarayana to grant undue tax concessions worth over Rs 100 crore to NCC Vizag Urban Infrastructure Limited.
In a complaint submitted to the district collector through the Public Grievance Redressal System (PGRS), Murthy Yadav alleged irregularities in the collection of NALA tax, External Development Charges (EDC) and Vacant Land Tax (VLT) on 97.30 acres of government land registered in favour of Vizag Urban Infrastructure Limited in October 2021.
He alleged that GVMC officials deliberately delayed tax assessments, exempted dues for three half-year periods amounting to Rs 16.78 crore and later bifurcated the land into two parcels to conceal the arrears.
According to the complaint, the half-yearly VLT for the entire land parcel was fixed at Rs 5.59 crore, but officials allegedly split the liability and levied only Rs 1.80 crore on 46 acres. Murthy Yadav alleged that this reduced the land's market value by `107 crore and resulted in an annual tax loss of Rs 2 crore. He claimed that outstanding dues had mounted to nearly Rs 39 crore.
He sought cancellation of the land allotment, recovery of the pending taxes and a comprehensive inquiry into the alleged irregularities.
Murthy Yadav also alleged that the previous YSRC government facilitated Transferable Development Rights (TDRs) worth hundreds of crores by incorporating non-existent Master Plan roads into the project layout. He further claimed that construction of 174 villas had commenced without GVMC approvals, in violation of Supreme Court rulings relating to the protection of water bodies.
Calling it a “massive scam”, he urged the NDA coalition government to revoke the permissions, recover public revenue and undertake the housing project directly.
