Implement Singapore’s Best Practices in one AP District: Naidu

Calls for 90-day action plan to ground the proposal; asks officials to adopt “We” mindset for better governance

VIJAYAWADA: Chief Minister N. Chandrababu Naidu on Thursday proposed implementation of Singapore’s best administrative practises in one district of Andhra Pradesh. In this regard, he directed officials to prepare a comprehensive 90-day action plan for implementing the best practises.

Addressing the Collectors’ Conference at the Secretariat in Amaravati, the Chief Minister said Singapore’s governance systems have earned the trust of its people. He stressed the need for Andhra Pradesh to replicate similar efficient administrative practices.

Emphasising the Singaporean philosophy of “Not Me… We”, Naidu asked officials to move away from an individualistic mindset and work collectively for public welfare and development. He announced that he too would consciously replace the word “I” with “We” in his public discourse.

The CM maintained that learning is a continuous process. He pointed out that adopting best practices from across the world could deliver significant results. Referring to the Gross State Domestic Product (GSDP), he observed that decisions taken now would have a long-term impact on AP’s future.

Highlighting regional disparities, Naidu said that while both Parvathipuram and Alluri districts are tribal regions, Alluri district has achieved better GSDP growth due to value addition in coffee cultivation. He called for greater focus on innovation, industrial development, and expansion of the service sector.

The Chief Minister underlined that several districts of Andhra Pradesh possess rare earth minerals. Establishment of units to process them could open new avenues for industrial growth and employment generation.

He informed officials that the government is studying the role of district collectors in driving GSDP growth. He wanted them to come up with innovative ideas on the matter.

Naidu cited Annamayya district collector as an example of proactive administration.

Calling for a healthy competition among collectors in developing constituencies, the CM underlined that field-level officers possess valuable experience. Their information, if effectively utilised, could accelerate development and improve welfare delivery.

“Earlier, collectors in larger districts had to oversee up to 21 Assembly constituencies. Now, each collector oversees only about seven constituencies, creating greater opportunities to improve governance, accelerate development, and deliver welfare effectively,” he emphasised.

Speaking on tourism-led growth, Naidu said development of beach fronts at Suryalanka, Manginapudi, Visakhapatnam, Srikakulam and Mypadu could create substantial livelihood opportunities for coastal communities. He said the upcoming national highways would create economic opportunities through logistics’ hubs and new townships.
