HC Imposes Status Quo On Narava Park Land Transfer In Vizag

VISAKHAPATNAM: The Andhra Pradesh High Court has imposed a status quo on the state government’s March 2025 order permitting the conversion of 180 square yards of park land in Kota Narava, GVMC Ward No. 88, Narava revenue village, Pendurthi mandal.
The order came in response to a public interest litigation (WP (PIL) No. 148/2025) filed by Jana Sena Corporator Peethala Murthy Yadav, who challenged the legality of the land transfer. The case was heard on Wednesday by Chief Justice Dheeraj Singh Thakur and Justice Chimalapati Ravi.
The petitioner argued that the park land, located within an Economically Weaker Sections (EWS) layout, was being alienated for private benefit without proper council approval. Advocate K.S. Murthy, appearing for Murthy Yadav, informed the court that the GVMC commissioner and mayor had given prior approval for the exchange, bypassing the mandatory process of placing the proposal before the GVMC Council.
The High Court took note of the government’s Memo No. 2432783/M2/2024, dated March 5, 2025, which authorised the transfer of land in Survey No. 10/9B at the request of private individuals. Observing procedural lapses, the bench directed that the matter be referred to the GVMC Council for appropriate consideration.
