District Authorities Begin Consultations Over ₹1,930 Crore Nellore Outer Ring Road

NELLORE: District collector Himanshu Shukla has instructed all departments concerned to work in close coordination towards implementing the proposed Outer Ring Road (ORR) project from Leburu Bit–2 to Rajupalem Junction covering 83.64 kilometres.
He advised coordinated consultations among the National Highways Authority, Roads and Buildings, Irrigation, and other allied departments, apart from Traffic police to ensure systematic planning and effective implementation of the ORR.
In this regard, the collector held a preliminary review meeting on Wednesday at the Tikkana Bhavan in the District Collectorate. Addressing officials and public representatives, the collector said the ORR would pass through four assembly constituencies—Kovur (41.44 km), Sarvepalli (20.94 km), Nellore Rural (19.64 km), and Atmakur (1.02 km). The estimated cost of the project is ₹1,930 crore.
Himanshu Shukla said the proposal has been pending since 2023. Changes will thus be inevitable after examining the issues at the field-level in consultations with the MLAs and stakeholders. A consolidated report will then be submitted to the government for approvals and funding.
Nellore Urban Development Authority (NUDA) chairman Kotamreddy Srinivasulu Reddy described the ORR as a significant and positive development for the region. He said the consulting agency SECON could conduct fresh field inspections, prepare a revised report, and hold review meetings with constituency MLAs and mandal revenue officers. He advised exploring options to reduce the overall length of the ORR wherever feasible.
Kovur MLA Vemireddy Prasanthi Reddy pointed out that nearly 50 per cent of the ORR alignment, about 41.44 km, passes through five mandals in her constituency. She expressed concern over the lack of clarity on the alignment so far. She underlined the importance of ensuring fair and transparent compensation for people losing land and houses due to the project.
While stressing the need for a ring road to manage increasing traffic, Prasanthi Reddy said the final design must be acceptable to all and free from public objections.
Nellore in-charge mayor Roop Kumar Yadav said compensation proposals should be re-examined in detail in consultation with the Revenue department, as the project involves an outlay of nearly ₹2,000 crore.
Those who attended the meeting included NUDA vice-chairman and joint collector Mogili Venkateswarlu, RDO Anusha, NHAI project director M.K. Chowdary and DPO Vasumathi.
