Develop Structured Land Bank Portal With Government Land Details: Naidu

Addressing the 8th District Collectors’ Conference today, the Chief Minister directed the officials to identify lands lying unused for years and upload their details on the portal. A comprehensive picture of government lands would emerge once the resurvey is completed, he said. The Chief Minister directed officials to identify lands lying unused with various government departments for years and bring them under a Common Land Bank Portal. Details of government lands should be recorded department-wise and district-wise, he said. The portal should facilitate allocation of land whenever any government department requires it.

The Chief Minister said land scarcity should not become an obstacle to development. He directed officials to identify land required for industrial and development projects in advance instead of searching for land only after a project is sanctioned.

The Chief Minister directed all departments and District Collectors to prepare a calendar and achieve results within specified deadlines.He said the Collectors’ Conference should not be confined to discussions but should focus on achieving tangible results. As heads of their respective districts, Collectors should monitor development programmes of all departments.The Chief Minister said Collectors should resolve issues involving coordination between departments and take speedy decisions aimed at finding solutions rather than merely highlighting problems. He called upon them to shed the tendency to pass responsibility to others.

The Chief Minister said he personally plans his programmes three months in advance. He explained that he holds SIPB meetings every month, Cabinet meetings every fortnight, Collectors’ Conferences every three months, and spends four days every month in the field interacting directly with the people.He said he plans his schedule keeping in mind the expectations and priorities of the Union Government as well. Collectors too should plan their schedules effectively to make the best use of available time, he said.

The Chief Minister directed officials to immediately issue orders to extend the benefits available to Scheduled Castes to the Budaga Jangam community. As the issue of granting SC status to Budaga Jangams is still pending, the benefits available to SCs should be extended to them, he said.

He directed officials to link skill-development programmes with various industries and complete curriculum, equipment and other related requirements within 90 days. The Chief Minister called for expediting the completion of houses already sanctioned and implementing sanctioned houses in phases additionally. He said there was a possibility of another 1.5 lakh houses being sanctioned additionally to Andhra Pradesh soon.

In view of the prevailing El Niño conditions, the Chief Minister directed officials to expedite emergency works relating to drinking water supply across the State.He called for preparations well ahead of the plantation season to achieve the target of 50 per cent green cover in the State. He directed officials to keep 20 crore seeds and saplings ready and promote plant varieties requiring less water.

He also stressed the need to give priority to water conservation works and take measures to encourage cultivation through the pre-monsoon dry sowing method.The Chief Minister further directed officials to take up the matter with the Union Government regarding the establishment of 905 smart kitchens across the State.
