CM Naidu Cites Ten Principles to Achieve Swarna Andhra Vision
The Chief Minister directed all government departments to prepare clear performance indicators to ensure faster and better delivery of services to citizens

VIJAYAWADA: Chief Minister N. Chandrababu Naidu on Wednesday reviewed the progress and implementation strategy of the Swarna Andhra 2047 vision and its 10-point action plan.
At a high-level meeting held at the secretariat he cited the government’s stress on “the speed of delivering governance,” and advised officials to adopt faster, citizen-centric mechanisms to ensure efficient and transparent service delivery.
Chief secretary K. Vijayanand and senior officials from various departments attended the review meeting.
Naidu said the ten guiding principles formulated under the Swarna Andhra 2047 vision are crucial to achieving sustainable and inclusive growth, with job creation, poverty eradication and efficient governance at the core.
The Chief Minister directed all government departments to prepare clear performance indicators to ensure faster and better delivery of services to citizens. He said the ten principles should be treated as ten focused missions, each backed by a well-defined mission framework and measurable outcomes.
Emphasising inclusive growth, Naidu said the Zero Poverty Mission would be advanced through the P4 model, with implementation monitored by Vision Monitoring Units. The objective, he said, is to ensure empowerment of every family and provide economic security to individuals.
He asked officials to assess the benefits of reaching nearly 30 lakh BPL families through various welfare schemes.
Skill development and employment generation have been identified as top priorities, with the CM setting a first-phase target, namely to create 20 lakh jobs. Officials must keep all employment and skill-related data updated online through the Skill Portal and ensure wide public outreach on the ten principles, he said.
Water security was flagged as a key focus area. Naidu called for efficient utilisation of water resources, regular water audits and effective floodwater management to eliminate drought conditions. Stressing on technology-driven agriculture, he asked related departments to reduce cultivation costs, promote demand-driven crops, strengthen cold chains and food processing, and implement a plan to prevent farmer suicides.
The CM also sought a comprehensive logistics master plan to significantly cut transportation costs by integrating roads, railways, inland waterways, sea cargo, air cargo and cold chain infrastructure. Reducing power and energy costs, improving product quality and globally promoting the “Made in Andhra” brand were also highlighted, with Araku coffee cited as a successful branding example.
As part of Swachh Andhra, Naidu called for promotion of the circular economy, adherence to the highest air and water quality standards, and adoption of the Net Zero concept from villages to districts.
He also mooted organic vegetable cultivation in residential hostels across the State.
Calling for wider use of technology in governance, the CM said all departments must adopt digital platforms and integrate information through RTGS, while scaling up innovative tools such as the Quicker app introduced by the education department.
