Capacity Building Key To Strong Economy, Says Naidu

The chief minister said Andhra Pradesh could achieve its long-term development goals only by sustaining a 15 per cent growth rate and adopting a modern, data-driven governance framework.

VIJAYAWADA: Chief Minister N. Chandrababu Naidu on Wednesday directed officials to strengthen institutional capacity across the state administration to build a robust economy and achieve the targets set under the Swarna Andhra-2047 vision.


Reviewing the functioning of the planning department, the chief minister said Andhra Pradesh could achieve its long-term development goals only by sustaining a 15 per cent growth rate and adopting a modern, data-driven governance framework.

He asked officials to organise a three-month capacity-building programme for employees from the state level down to the mandal level to improve the accuracy and speed of Gross State Domestic Product (GSDP) estimates. The conventional system of preparing GSDP estimates at quarterly and annual intervals, he said, is inadequate for understanding the real-time economic situation of the state.

The CM called a real-time monitoring mechanism capable of tracking economic growth every month across districts and mandals. He said excessive dependence on historical data is delaying policy decisions and limiting the government’s ability to respond quickly to changing economic trends.

During the review, officials discussed GSDP capacity building, AI-based economic analysis, statewide surveys, training programmes for district and mandal-level officials, and integration of key performance indicator (KPI) auditing systems.

Naidu said the government would soon introduce a full-fledged data-driven governance model. Officials must design training modules that would help employees understand GSDP methodology and prepare rapid economic assessments using real-time indicators rather than traditional methods.

The chief minister directed the authorities to implement the training programme across five zones, 28 districts and 175 assembly constituencies. He also asked officials to conduct state-level workshops, zonal and district-level training sessions, and create a network of master trainers at the constituency level.

According to officials, three officers from each constituency would receive specialised training as part of the initiative.

Officials informed the CM that the government was developing AI-based economic analysis systems for agriculture, industry and the services sector. Naidu advised them to identify additional economic indicators that were not currently being tracked to strengthen the analytical framework.
