Aviation Safety: New Rules on Height Noc for Buildings Near Airports

NOC needed for high-rises; panel to inspect sites before giving clearance.

Vijayawada: In the aftermath of the Air India crash in Ahmedabad, the Airports Authority of India has tightened safety norms in the issuing of NOCs for high-rise buildings near airports.

The airport director would constitute a committee comprising employees like a civil engineer, an official from the air traffic control, an official involved in issuing NOC, and others.

Those who intend to construct buildings and other structures near the airport should submit an application for NOC vis-à-vis height clearance. The AAI would accept such online applications titled ‘No Objection Certificate Application System (NOCAS)’ which can be accessed on its website ‘http://www.aai.aero’.

Once an online application is received, the committee will physically visit the site and verify the information. Once all norms are fulfilled, the NOC will be issued.

The NOC will be issued based on the formula of 1:50. This means, if the site is located in the aircraft’s approach path from the boundary of the airport, for every 50 meters distance from the boundary, one meter height will be permitted for buildings.

Similarly, if the site for construction is located sideways from the boundary of the airport, the formula of 1:15 will be followed. This means, for every 15 metres, a one-metre height will be permitted.

All the calculations for the permissible height of the building are based on the location of the surveyed site coordinates measured in World Geodetic System 1984 (WGS 84), its elevation and other details submitted in the application form.

Vijayawada airport director Lakshmikanth Reddy said, “We will constitute the panel soon and start issuing NOC for applications filed online.”
