AP Defends DSC 2025 Recruitment; Calls It Fully Transparent, as Per SC Norms

Rawat pointed out that G.O. 77 had been issued after a high-level committee headed by the Chief Secretary examined the issue in detail.

Vijayawada:Andhra Pradesh government on Friday asserted that the DSC 2025 teacher recruitment process has been completely transparent and conducted in strict compliance with the Supreme Court guidelines and G.O. Ms. No. 77 governing horizontal reservations.

Addressing a press conference at the State Secretariat, special chief secretary (Services) S.S. Rawat, along with secretary (School Education) Kona Sasidhar and Sports Authority of Andhra Pradesh (SAAP) vice chairperson and managing director S. Bharani, dismissed allegations and misinformation circulating on social media regarding implementation of sports quota, horizontal reservations, and persons-with-disabilities (PwD) quota.

Rawat explained that reservations are broadly classified into vertical and horizontal categories. While SCs, STs, BCs and EWS candidates come under vertical reservations, women, PwDs, ex-servicemen and sportspersons fall under horizontal reservations. Unlike vertical reservations, horizontal reservations do not carry fixed roster points. They are implemented within the respective community categories.

The special chief secretary maintained that the recruitment process strictly followed constitutional provisions, Supreme Court judgments in the Indra Sawhney, Rajesh Kumar Daria, and Uttarakhand government vs. Mamta Bisht cases, apart from G.O. Ms. No. 77.

School Education secretary Sasidhar said DSC 2025 had been the first major recruitment exercise undertaken after G.O. Ms. No. 77 came into force, leading to some confusion among candidates. He asserted that selection of each candidate had been made solely on the basis of merit and reservation norms, and without violating any rules.

On the PwD quota, Sasidhar said all applicants had been referred to medical boards. Only those certified with 40 per cent or more disability had been considered eligible, as specified in the notification.

SAAP MD Bharani said sports quota selections had been made strictly on merit, priority ranking, and verification. Every sports certificate submitted by the candidates had been verified through the respective recognised associations, federations, universities, and sports bodies.

She maintained that in case any fake certificates have been submitted, their selection will be cancelled and legal action initiated against them.

All the officials present at the media conference urged candidates not to believe rumours. They reiterated that the entire DSC 2025 recruitment process had been fair, transparent, and legally compliant.
