Police Permission Now Mandatory for Wedding Processions in Cuttack

The entire application process has been made online through the Commissionerate Police portal

Bhubaneswar: Planning a wedding procession with a band, sound system, or loudspeakers in Cuttack will now require mandatory prior permission from the police, as authorities have introduced a structured online licensing system under the Odisha Urban Police Act.

The Deputy Commissioner of Police (DCP), Cuttack, has informed that individuals organising marriage processions must apply for a licence addressed to the DCP’s office through the prescribed online portal before the event.

As per the guidelines issued by the police, applicants are required to upload the original booking receipt of the band or sound system and submit an indemnity bond executed on non-judicial stamp paper worth Rs 100, duly notarised.

Additional documents include proof of venue booking, receipts for private security guards deployed during the procession, and identity documents of the bride, particularly when the ceremony is conducted at a private residence.

Clearances will vary depending on the venue. If the event is held at a residential location, a copy of the electricity bill must be submitted. In cases where government land is involved, land no-objection certificates (NOCs) from the Cuttack Municipal Corporation (CMC), Cuttack Development Authority (CDA), the R&B Department, or the Tahsildar are mandatory.

Further, organisers must obtain NOCs from the Fire Department and TPCODL for electrical safety, along with certification from the R&B Department for stage or pandal safety.

The licence fee has been fixed at Rs 100 per programme. However, if loudspeakers are used during the procession, the fee increases to Rs 300 per programme. Payments must be made through the designated e-challan system under the Odisha Urban Police Act using the specified receipt head.

The entire application process has been made online through the Commissionerate Police portal. Applicants need to register using a valid 10-digit mobile number, with updates on the application number, approval, or rejection communicated via SMS.

Once approval is granted and payment is completed, the licence certificate can be downloaded online after verification. Final confirmation is also sent to the registered mobile number.

Police have clarified that applications must be submitted at least 72 hours before the date of the marriage ceremony, but not earlier than 15 days in advance. Applications submitted outside this time frame will not be considered.

Applicants facing technical issues during the online process have been advised to contact the designated helpdesk during working hours, between 10.30 am and 5 pm on weekdays, excluding Sundays and public holidays.
