Terror Accused in Poonch Grenade Case Declared Offender

Court acts after accused allegedly absconds to Pakistan and evades arrest

New Delhi, Jammu: A special NIA court in Jammu has declared Nazir Hussain, an accused wanted in a terror conspiracy case, a proclaimed offender following an application filed by the National Investigation Agency.

Special Judge Prem Sagar passed the order under Section 84 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) on October 1 after hearing the NIA’s plea.

Hussain, a resident of Hari village in Poonch district, is suspected to be hiding in Pakistan. The case relates to the recovery of several grenades from an overground worker in the Surankote area of the border district in October 2024.

Investigators alleged that Hussain had sent the grenade consignment from across the border for use in blasts. He is also known by several aliases, including Ali Khan, Nasir, Naziru and Shaheen.

According to the court order, non-bailable arrest warrants issued earlier could not be executed because Hussain was not found at his residence. The NIA’s execution report said he had absconded to Pakistan.

The court noted that Hussain had neither appeared nor surrendered despite efforts by the prosecution, including the publication of notices in newspapers and the official gazette of Jammu and Kashmir. It said he had deliberately evaded arrest.
