Sajjan Singh Yadav Appointed as New Chief Secretary of J&K

Ending weeks of speculation over a possible extension for the incumbent, the Union Ministry of Home Affairs (MHA) has appointed Dr Sajjan Singh Yadav as the new Chief Secretary of Jammu and Kashmir.

Srinagar: Ending weeks of speculation over a possible extension for the incumbent, the Union Ministry of Home Affairs (MHA) has appointed Dr Sajjan Singh Yadav, a 1995-batch IAS officer of the AGMUT cadre, as the new Chief Secretary of Jammu and Kashmir. He will assume charge on November 1, succeeding Atal Dulloo, the 1989-batch Indian Administrative Service (IAS) officer who is scheduled to retire on October 31.

According to an order issued by the Ministry of Home Affairs, Yadav has been transferred from Delhi to J&K and will take over the Union Territory's top bureaucratic post from November 1, or from the date he joins, whichever is later. The appointment puts to rest widespread speculation that Dulloo could be granted an extension in view of his experience and ongoing administrative engagements.

A seasoned administrator with more than three decades of experience in public service, Yadav is regarded as one of the most accomplished officers of the AGMUT cadre. Over the years, he has held several key assignments in the Government of Delhi as well as in the Union Government, earning a reputation for administrative efficiency, policy innovation, and effective governance. His extensive experience spans sectors such as urban development, education, health, infrastructure, public administration, social welfare, and institutional reforms.

Yadav is also known for his academic credentials, which distinguish him from many of his contemporaries in the civil services. Holding a doctoral degree and having contributed significantly to policy discourse and governance studies, he has often been associated with evidence-based administration and citizen-centric reforms. During his tenure in Delhi, he played important roles in strengthening governance mechanisms, improving public service delivery, and overseeing major developmental initiatives in the national capital.

His appointment comes at a crucial time for J&K, where the administration continues to focus on accelerating economic growth, infrastructure expansion, tourism development, investment promotion, employment generation, and effective implementation of centrally sponsored schemes. As Chief Secretary, Yadav will serve as the senior-most civil servant in the Union Territory and will be responsible for coordinating the functioning of various departments, ensuring policy implementation, monitoring developmental projects, and providing strategic administrative leadership.
