Congress Unveils 'Abhaya Hastham' Manifesto for Telangana

Congress lists out six poll guarantees in the recently released manifesto for the Telangana assembly elections

Hyderabad: AICC President Mallikarjun Kharge, alongside TPCC President A. Revanth Reddy and CLP Leader Mallu Bhatti Vikramarka, released the Congress manifesto for Telangana Assembly polls scheduled on November 30. Kharge pledged a steadfast implementation of the manifesto and the 'six guarantees' if the Congress secures victory in Telangana.

1. Mahalakshmi

  • Rs. 2,500 monthly financial assistance for women.
  • Gas cylinders at Rs. 500.
  • Free travel for women in TSRTC buses across the state.

2. Rythu Bharosa

  • Rs. 15,000 per acre financial assistance for farmers and tenant farmers.
  • Rs. 12,000 annual aid for agricultural labor.
  • Rs. 500 bonus for paddy per quintal.

3. Gruha Jyothi

  • 200 units of free electricity for all households.

4. Indiramma Indlu

  • House site and Rs. 5 lakh financial assistance for families without a home.
  • 250 sq yards house site for Telangana movement fighters.

5. Yuva Vikasam

  • Vidya Bharosa Card with Rs. 5 lakh financial assistance for students.
  • Construction of Telangana International Schools in every mandal.

6. Cheyutha

  • Monthly pension of Rs. 4,000 for various groups, including senior citizens and widows.
  • Rs. 10 lakh health insurance under Rajiv Aarogyasri.

Congress manifesto include declarations tailored for specific constituencies: Warangal Rythu, Hyderabad Youth, Chevella SC ST, Minority, and Kamareddy BC.

The party, led by TPCC President A. Revanth Reddy and CLP Leader Mallu Bhatti Vikramarka, vows to diligently implement these declarations alongside the broader manifesto if elected to power.

1. DWAKRA GROUPS

  • Permanent building for DWAKRA GROUPS.
  • Interest-free loans for DWAKRA GROUPS.

2. ANGANWADI TEACHERS

  • Monthly salary increase to Rs. 18,000.
  • EPF coverage for job security.

3. SC, ST WELFARE

  • Implement Chevella SC, ST declaration.
  • Declare SAMMAKKA – SARALAMMA festival as a national festival.
  • Review and inclusion of Madasi kuruva, Madari, Valmiki Boya in SC/ST categories.

4. BACKWARD CLASSES WELFARE

  • Allocate funds to various BC corporations.
  • Review 26 BC castes for re-inclusion.
  • Special incentives for BC entrepreneurs.
  • Land ownership rights for BC farmers on assigned lands.

5. ECONOMICALLY BACKWARD CLASSES

  • Set up EBC welfare board.
  • Allocate funds to Arya Vaishya, Reddy corporations.
  • Increase scholarships and hostel facilities for EBC students.

6. MINORITIES WELFARE

  • Introduce Minority Sub plan.
  • Implement Sachar committee recommendations.
  • Enhance remuneration for Imams, Pastors, Gurudwara Granthis.
  • Set up a minority welfare board.
  • Open residential schools for Minority Girls and Boys.

7. SINGARENI WORKERS

  • Review compassionate appointment system.
  • Ensure safety and development of SINGARENI WORKERS.
  • Establish modern educational institutions in SINGARENI areas.

8. LABOR WELFARE

  • Abolish 2014 PF cut-off for Beedi workers.
  • Bring Beedi workers under ESI and life insurance.
  • Set up unorganized workers welfare board.

9. SENIOR CITIZENS WELFARE

  • Provide Rs. 4000/month pension for individuals above 57.
  • Establish old age homes at each district headquarters.

10. EX-SERVICEMEN WELFARE

  • Set up a special fund for ex-servicemen.
  • Give due priority in allotment of government houses.

11. ADVOCATES WELFARE

  • Enact a special act for advocate safety.
  • Provide Rs. 5,000/month honorary remuneration for practicing lawyers.

12. JOURNALIST WELFARE

  • Set up a Rs. 100 crore welfare fund for journalists.
  • Allot house plots to eligible journalists. - Provide Rs. 2 lakhs to families of deceased journalists.
  • Pension for retired journalists.

13. GULF WORKERS AND NRI's WELFARE

  • Establish NRI welfare board.
  • Set up Gulf workers welfare board.
  • Provide ex-gratia to families of deceased gulf workers.

14. PHYSICALLY CHALLENGED PERSONS WELFARE

  • Implement RPWD Act, 2016.
  • Increase pension to Rs. 6000/month.
  • Strictly implement reservation policy for physically challenged people.

15. TRANSGENDERS WELFARE

  • Issue identity cards and sex change certificates.
  • Provide opportunities in education, vocational institutions, and jobs.

16. SPORTS

  • Fill vacant posts of PET/PD teachers.
  • Build residential sports schools in every district.
  • Set up a sports university.

17. POLICE LAW AND ORDER

  • Revise home guards wages.
  • Provide special incentives for constables and drivers.

18. TOURISM

  • Promote eco-tourism.
  • Establish entertainment and theme parks.
  • Pass special laws for temple site tourism.

19. FOLK ARTS – CINEMA – CULTURE

  • Provide pension to folk artists.
  • Allocate special funds for Telugu and Urdu language development.
  • Build "Cultural Convention Centers" in each joint district center.

20. ENVIRONMENT

  • Formulate a robust flood and disaster management policy.
  • Build rainwater pits in new constructions.
  • Control plastic usage.

21. GHMC DEVELOPMENT

  • Preserve Osmania hospital structure.
  • Build modern maternity, veterinary, ENT hospitals.
  • Develop slums under HMDA.
  • Provide incentives for recycling units.
  • Waive penalty on property tax arrears.
  • Supply 25 thousand liters of free water to households.
  • Extend metro lines and build skywalks.

22. YOUTH EMPLOYMENT

  • Expand SET-WIN bus services.
  • Provide employment to youth.

The Telangana Pradesh Congress Committee has stated comprehensive job calendar as part of its manifesto, vowing to fill 2 lakh jobs within the first year of assuming power. The plan includes phased recruitment through public service commissions and a dedicated departmental recruitment mission.
