Adopt corporate work culture, improve governance: HD Kumaraswamy to officials

The role of officers was very important in implementation of government projects and programs.

Bengaluru: Chief Minister H D Kumaraswamy asked government officials to adopt corporate culture to improve governance.

Chairing a meeting of additional chief secretaries, principal secretaries, secretaries, regional commissioners and district-in-charge secretaries here on Thursday, he said elected representatives and officials are like members of one family. In administration, government decisions are one part and reaching them to people is another part. The role of officers was very important in implementation of government projects and programs. Instead of talking about omissions and commissions in the system it would be ideal to think about future and providing solutions to prevailing problems. The need of the hour was to find out how to get maximum funds from the union government and proper utilisation of the released funds.

Sharing his experience during Janata Darshan program, the CM said thousands of people from district and taluk centers come to Bengaluru for redressal of their grievances. They would not come to Bengaluru if their problems were solved at the local level. Besides, pressure on him would reduce if taluk and district level officers solve problems at their level.

Mr Kumaraswamy said he had received complaints regarding non-reaching of benefits of Right to Education program despite the government reimbursing fees and other expenditure worth Rs 600 crore to Rs 800 crore every year being incurred on admission of students from lower strata of society. This had given a room for suspicion whether block education officers and deputy directors of Department of Public Instruction had tread a wrong path or hand-in-glove with private schools managements. This issue had to addressed without delay. At the same time, the condition of government run schools should be improved. People would expect more from health, housing, education and drinking water sectors. The officials should strive hard to make the incumbent government as 'people friendly' by attending issues in education, unemployment and also of physically challenged. "Our government will always support good officers", he added.

The CM said that the government had already issued an order keeping aside Rs 50 lakhs to conduct job melas in district level, Rs 75 lakhs in regional level and Rs one crore in state level.

Blueprint
The officials were asked to prepare a blue print to build two lakh houses in Bengaluru and five lakh dwellings in rest of the State in next five years and also to collect details on availability of government land for implementation of central and state governments schemes.
