Andhra Pradesh government sets norms on shifting offices to Amaravati

Officials told not to cross rental threshold of Rs 30 per sq. ft. for accommodation.

Hyderabad: Consequent on the decision of the government to relocate offices and employees in the new capital region and in and around Vijayawada and Guntur from June 27, the AP government on Monday issued guidelines on issues pertaining to employees, office accommodation and the logistics of the move.

To relocate the offices of the Heads of Department (HODs) and other institutions before June 27, the Special Chief Secretary, Transport, Roads and Buildings (R&B) department shall evolve a suitable procedure in consultation with the Finance department to avoid having every file on rent fixation being sent to the Finance department and to issue orders.

Finalisation of rent up to Rs 20 per sq ft has been delegated to the HOD of the department taking the building on rent. Finalisation of rent up to Rs 30 per sq ft, in exceptional cases, has been delegated to a committee, comprising Special Chief Secretary R&B department, Expenditure Secretary, Finance department and the HOD concerned.

Strict instructions have been issued to all concerned, including government Institutions other than departments, not to settle for rents above Rs 30 per sq ft.

Rent per square foot proposed should include rent for the parking area, which should be excluded from the area for which rent is calculated.

Special Chief Secretary R&B department shall also open a cell to coordinate and help secure office space by HODs and the fixing of rent of private buildings. This cell shall also make use of the information on office space collected by the district collectors of Krishna and Guntur.

Special Chief Secretary, GAD and the Principal Secretary, Industries and Infrastructure department shall co-ordinate allotment of office space, including making it available as soon it was ready in respect of all the Secretariat departments. The Special Chief Secretary, GAD shall open a cell for this purpose and closely monitor its activities.

Secretaries have been asked to note that they should retain possession of the government buildings under their occupation at Hyderabad by making suitable arrangements.
