Centre sets deadline for bifurcation of Telangana and Andhra pradesh staff

The committee's term was already extended thrice since it failed to finish the task so far.

Hyderabad: Consensus has been reached on the deadline for completion of bifurcation of employees between TS and AP, with the governments of the two states agreeing to complete the process by July-end since the term of Centre-appointed Kamalnathan Committee expires in August.

The Kamalnathan Committee held a high-level meeting at the Secretariat on Wednesday with senior officials of Department of Personnel and Training, Chief Secretaries and principal secretaries of both the states to speed up the process of bifurcation of staff.

The Centre, which extended the deadline till August, made it clear that there would be no more extensions. The committee’s term was already extended thrice since it failed to finish the task so far.

The committee brought to the notice of both the governments that there has been an inordinate delay in bifurcation of employees in public health department, directorate of medical education and DSP cadre staff in police department and requested the governments to cooperate with the committee to resolve the contentious issues in these departments

However, the DoPT officials expressed satisfaction with the progress of bifurcation of staff in AP and TS when compared with four newly-created states in early 2000, where the process is still pending.

In medical department, 250 doctors have been allotted from AP to TS and another 70 from TS to AP. Though there is no problem with those allotted from TS to AP, severe objections are being raised over allotment from AP to TS.

TS doctors are claiming that most of the AP-native doctors secured posting in Telangana, especially Hyderabad, by submitting fake nativity certificates. The committee asked the governments of both the states to stop salaries for doctors and other staff if they fail to submit their school study certificate by April 20.
