Quota in promotions: Karnataka government plans ordinance

The government had asked the authorities to sink borewells where water sources were available.

Bengaluru: With the Supreme Court striking down its order on reservation in promotions in its departments and services for lack of guidelines, the state government now plans to come out with an ordinance to implement it under the prescribed rules taking into account the objections raised.

Speaking to reporters on Friday, Revenue Minister, Kagodu Thimmappa said the decision would be taken at an emergency cabinet meeting on August 7 and the ordinance promulgated soon afterwards. He explained that the cabinet sub-committee had discussed some of the observations made in the judgment and decided to make the reservation under the prescribed rules and strike a balance between recruitment and promotions.

"The committee conceded that the backlog of vacancies created a disparity in promotions. While in some departments excess promotions were given, in others there were few promotions Taking objection to the new guidelines of the Centre on drought relief, Mr Thimmappa said the Chief Minister had already written to the PM demanding that it revert back to the old system.

"The continued drought for the third consecutive year has dealt a death blow to horticulture crops like coconut and arecanut. At least seven to eight lakh trees have dried up. The state government is demanding compensation of Rs 30, 000 an acre from the Centre," he added.

Revealing that the monsoon was 20 to 30 per cent deficit so far, the minister said no cultivation had taken place over at least 20 lakh hectares as a result. The government had asked the authorities to sink borewells where water sources were available.
