Parliamentary Committee To Draft ‘Vision 2025 Bhubaneswar’ For SC/ST Development: Lok Sabha Speaker Om Birla

70–80% of recommendations from previous conferences implemented through policy frameworks: Reports

BHUBANESWAR: A comprehensive document titled ‘Vision 2025 Bhubaneswar’ will be prepared to chart the socio-economic development of India’s Scheduled Caste (SC) and Scheduled Tribe (ST) population. The document will be based on the recommendations of participants at the two-day National Conference of Chairpersons of Committees on the Welfare of SCs and STs, held in Bhubaneswar, Lok Sabha Speaker Om Birla announced on Saturday.

“The two-day deliberations saw vibrant participation from various states, Union Territories, Union ministers, ministers from the Odisha government, and the Governor of Odisha, Dr Hari Babu Kambhampati. They offered valuable suggestions and shared their insights. These will be compiled into a document called ‘Vision 2025 Bhubaneswar.’ Based on this document, an agenda will be prepared for the socio-economic upliftment of SC and ST communities,” Birla said at a press conference.

Replying to a query, the Speaker added that between 70 to 80 percent of suggestions made at previous conferences have been implemented through policy frameworks.

“The Parliamentary Committee on the Welfare of SC/ST plays a vital role in ensuring the effective implementation of constitutional safeguards, welfare programmes, and legislative oversight concerning Scheduled Castes and Scheduled Tribes. Over the decades, the Committee has overseen the enforcement of constitutional provisions, including reservations in education and employment, as well as safeguards under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989,” Birla said.

He further noted, “Since its inception in 1968, the Committee has become an effective instrument for protecting the interests of SCs and STs. It has made a considerable impact on the government, public sector undertakings, and nationalised banks in advancing the socio-economic upliftment of these communities.”

Odisha Legislative Assembly Speaker Surama Padhy and Dr Faggan Singh Kulaste, chairperson of the Parliamentary Committee on the Welfare of SC/ST, were also present at the press meet.
