New Delhi: The Centre is set to introduce the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 in the Lok Sabha on Monday, with a debate expected between the Treasury Benches and the Opposition.
The draft Bill was circulated to Lok Sabha members on Saturday, a day after it was cleared by the Union Cabinet.
The proposed legislation notes recent incidents of question paper leaks and examination malpractices that have affected the transparency and fairness of the public examination system.
The amendment seeks to mandate time-bound investigations into such offences and their trial in fast-track courts, along with enhanced penalties.
Under the proposal, individuals involved in paper leaks or use of unfair means could face imprisonment ranging from five to ten years and a fine of up to Rs 50 lakh. For organised offences, the Bill provides for a minimum sentence of seven years and a fine of up to Rs 10 crore.
The Bill also proposes that states and Union Territories set up fast-track courts and complete trials within three months of filing of the chargesheet, indicating an expedited process for such cases.
