J&K to Build Memorial for Pahalgam Terror Victims at Baisaran Meadow

Jammu and Kashmir Chief Minister Omar Abdullah announced a grand memorial at Baisaran Meadow to honor 26 victims of last month's terror attack. On April 22, 25 tourists and one local pony handler, who tried to protect visitors, were killed, causing a sharp decline in tourism across Srinagar, Pahalgam, Sonamarg, and Gulmarg.
At a meeting with 60 tour operators in Pahalgam, Omar said, “A memorial will be set up at Baisaran as a lasting tribute to the innocent lives lost.” Public suggestions will ensure it is magnificent and respectful. The Public Works Department has approval to proceed. “We have no words to comfort the families, but we can bow our heads in their memory,” he added.
Omar thanked operators for their support, recalling their role in reviving tourism in the 1990s. On reopening tourist sites, he said, “Not all sites will reopen at once, but we will start gradually, prioritizing safety.” Betaab Valley was assessed personally, and operators will be updated.
For international tourism, Omar noted that foreign travelers return after domestic recovery. “When families return to picnic spots, we’ll focus on domestic footfall first,” he said.
He met local representatives, led by the Pahalgam MLA, and praised the community’s support. Omar reviewed Amarnath Yatra preparations at Nunwan base camp and cycled from Betaab Valley to a hotel with his sons to promote sustainable tourism.
Omar pledged, “What happened must never happen again.” Kashmir is taking cautious steps toward healing, remembrance, and revival.
