Vijayawada: India’s permanent representative to the United Nations Parvathaneni Harish address to the UN Security Council, criticising Pakistan’s hypocritical stance on protecting civilians, received widespread accolades by the Indians.
He challenged Pakistan’s credibility to discuss civilian protection and said, “We just recently saw senior government, police and military officials pay respects at the funeral of noted terrorist targets by Operation Sindoor. A nation that makes no distinctions between terrorists and civilians has no credentials to speak about protecting civilians.”
He explained to the UN Security Council as to how the Pakistani army targeted religious institutions, including gurudwaras, temples, schools and health facilities, resulting in death of over 20 civilians and injuries to 80 people. He recalled Pakistan’s involvement in terrorist attacks, including 26/11 Mumbai attack and the recent killings of tourists in Pahalgam.

He raised broader concerns about civilian protection in armed conflicts and highlighted the emerging threats from terrorist entities using high-end technologies.
He called for showing respect for principles of the UN Charter, including sovereignty and territorial integrity of member states, and should be the basis for all actions taken by the Council for protection of civilians. He laid emphasis to implement existing Security Council resolutions on civilian protection and underscored the need that humanitarian operations should be guided by the core principles of humanity, neutrality, impartiality and independence.
The 1990 batch Indian Forest Service officer has been serving as Permanent Representative of India to the UN since September 1, 2024, and he served as an ambassador to Germany from 2021 to 2024 and to Vietnam from 2016 to 2019.
He graduated in mechanical engineering with a gold medal from Osmania University College of Engineering in Hyderabad and also completed post graduation at Indian Institute of Management in Kolkata.
He was born in Visakhapatnam and had school education in Vijayawada and completed his Intermediate education in Loyola College. His wife’s name is Nanditha and the couple has two daughters. His father S.V. Prasad is an IPS officer and retired from service while working as DGP in Uttar Pradesh.
