TS govt faulted on pattadar passbook

HYDERABAD: The Telangana High Court faulted the state government for not issuing a new pattadar passbook-cum-title deed to a land owner as he did not have an Aadhaar card.

Justice Surepalli Nanda said that the action of the government and revenue officials amounted to contempt of court. The Supreme Court in its judgment in the case of Justice K.S. Putta Swamy vs. Union of India and others had categorically reiterated that no citizen should be deprived of his statutory benefits merely on the ground of not having an Aadhaar card.

Citing the orders of the apex court, the judge directed revenue officials of Vikarabad to immediately issue the title deed to the petitioner Amina Begum.

She had bought around 6.02 guntas in various Survey Numbers of Kothrepally village, Vikarabad mandal in 2003 through a registered sale deed. Old passbooks and title deeds were issued on her name, after mutation of the sale transaction.

During the land records updation program (LRUP), in 2018, her agriculture land was also scrutinised under LRUP and the proceedings have been issued as per the procedure laid down in the RoR Act.

However, she could not submit an Aadhaar card, which she could not get as, suffering from diabetic neuropathy, her hand fingerprints and iris impressions could not be obtained.

The judge questioned the authorities as to how they refused to issue PPB and title deed when there was no official circular or executive instruction issued by the government that Aadhaar number was mandatory for such a process.
