R Rajan gets suspension on graft charges

Mr Rajan was suspended by the DPI following the intervention of Education Minister C. Raveendranath.

Thiruvananthapuram: DPI K.V. Mohankumar has issued an order suspending Inclusive Education for the Disabled (IED) Cell deputy director R. Rajan for allegedly seeking a bribe for the transfer and appointment of resource teachers. Mr Rajan was suspended by the DPI following the intervention of Education Minister C. Raveendranath.

The decision was taken following complaints that the deputy director had sought a bribe from resource teachers on contract for reappointing them. The allegation was that the file regarding the reappointment of resource teachers and appointment of ayahs in the IED section were kept hush-hush by the deputy director to seek bribes for appointing the candidates.

There were also complaints of corruption in the purchase of equipment for IED students. Union government norms have stipulated that if there are more than five students with special needs in a school, one resource teacher has to be appointed. Central Government rules say that the state has to appoint teachers under the Inclusive Education for the Disabled Senior Secondary (IEDSS) category to teach children with special needs (CWSN).

However, more than 725 IEDSS teachers working since 1999-2000 academic years on a temporary basis are yet to be regularised. These teachers are paid a meagre Rs 18,665 as wages for 10 months, in violation of the mandatory permanent posting clause.
