Raids on migrant labour camps reveal pitiable living conditions

KOCHI: The state government is chalking out an action plan on the welfare programmes for migrant workers announced in the Governor's policy address in the Assembly last week. "The government has no accurate data on the migrant population. It could be between 22 and 25 lakh. The priority is to collect their exact number and details," additional chief secretary (labour) Tom Jose told reporters after inspecting the migrant labour camps in Perumbavoor on Tuesday.

"Though it will take more time to introduce e-cards for them, it will be easier to give IDs with basic details. However, the government plans to launch comprehensive ID cards with all details like blood group and insurance." The labour department inspected camps given the recent media reports and Assembly discussions.

Based on the inspection report they will instruct employers and accommodation providers on basic facilities. Instruction will also be given to intensify the functioning of the joint task force consisting of health, revenue, labour and panchayat officials.

Pitiable conditions
The inspection exposed the pitiable and most unhygienic condition of the camps. The team of officials visited camps of three plywood companies in Mudikkal and Perumbavoor during heavy rains. Mr Jose talked to the workers and the company authorities.

The workers couldn't properly answer the questions on their wages and facilities provided. The leaking, filthy toilets, dirty kitchens and dark and small rooms revealed the pathetic living conditions. There are an estimated 2 lakh migrant labourers in Perumbavoor alone and majority of them are from Assam.
