Kerala: Panel to ease conflict
THIRUVANANTHAPURAM: A coordination committee on the model code of conduct has been formed to review government decisions on a daily basis in a bid to ease the friction between the state government and the election commission.
Chief secretary P.K. Mohanty told reporters here on Monday that Mr E.K. Maji, chief electoral officer, was new to the post and hence was taking a narrow view of the issue causing stalemate over many government decisions. He said the coordination committee had started functioning from last Monday.
“Already, the Election Commission of India has granted nod for many issues, but insisted on not publicising some decisions. The government also issued orders on supplying drinking water to all drought-affected areas under the strict supervision of revenue officials to avoid political interventions,” he said.
Many cases of assistance under the chief minister’s distress relief fund were deferred as these could invite allegations of favouritism, while treatment assistance for critical illness was being awarded.
Washing his hands of a series of recent controversial cabinet decisions, he said that the chief secretary’s role in the cabinet was limited to noting down the cabinet minutes and giving any clarifications sought. The chief secretary does not take part in discussions. He also said that some of the recent orders were set aside to avoid controversies.
Mr. Mohanty, who has only two more months of service left, said that he was willing to take up postings after retirement. “I am not against post-retirement jobs. However, the government should exercise the option meticulously so as to make proper utilisation of experienced officials. I will also take up post-retirement assignments for two to three years,” he said.
