Film Nagar wall collapse: No arrest yet, two face quiz

West Zone police sent notices to the club's president and secretary to appear within 24 hours, for questioning.

Hyderabad: A full two days after the under-construction building at Film Nagar Cultural Centre at Jubilee Hills collapsed, resulting in the death of two persons, West Zone police sent notices to the club’s president K.S. Rama Rao and secretary B. Rajasekhar Reddy to appear before the investigating official within 24 hours, for questioning.

According to the investigating officials, Mr Rama Rao and Mr Rajasekhar Reddy were responsible for the supervision of the construction at the site. Senior police officials said that no arrests had been made in the mishap case so far.

Police had booked a criminal case under Sections 304-A (causing death due to rash or negligent act), 338 (causing grievous injuries due to rash or negligent act) and 337 (causing injuries due to rash or negligent act) against them.

Two construction workers had died and 10 others had sustained injured when a part of the under construction building collapsed at Filmnagar on Sunday morning.

Online permit confuses many
Getting a building permission permit from the GHMC is tough for the common man, even after guidance from a licensed GHMC architect. A highly-qualified citizen will have a hard time filling the online application, which the GHMC claims to be “applicant friendly”. Jargons like setback space, dimensions etc. are so complicated that it really needs architect-level guidance.

But architects too have started charging for the advice. Mr Srinivas Varma of Alwal says, “For a building drawing — depending on dimensions — architects charge between Rs 4,000 and Rs 6,000, plus two per cent of the building permission fee, plus another few thousands as cuts to the officers…it’s mandatory.”

He said the online permit can only be understood by an architect who also charges a submission fee. After this, another few thousands have to be kept aside as cuts during inspection of the site.”

A permission, which is supposed to come in 30 days, takes at least 90. Licensed GHMC architect Nagaraj said his package included drawing fees depending on dimensions and an unofficial fee collected to pay Town Planning officers to speed up the process.

As per norms, a permit has to be given in 30 days but the section officer delays it. When the permission is issued, it would be back-dated and officers would say the applicant did not collect in time, he said. Since the start of the online process, officers too are unaware of the procedure, he said.
