Kerala to launch four mega projects

Along with housing facilities, they will be provided with means of livelihood, education, health facilities, elderly care and social security.

Thiruvananthapuram: Cabinet on Tuesday gave approval to four mega schemes announced in connection with 100 days of LDF Government covering housing, environment-waste management-organic farming, education and health sectors. At the Cabinet briefing, chief minister Pinarayi Vijayan said all families which do not have a roof over their head, will be given houses within five years. Along with housing facilities, they will be provided with means of livelihood, education, health facilities, elderly care and social security.

He said the proposed complexes will be constructed for large number of families. One member of each family residing there will be given job oriented training for employment, pre-primary upward education facilities, special coaching for weak students, English language learning, IT education, skill development and special counselling for youth will form part of the Mission. The beneficiaries will be able to own the houses allotted to them within 20 years. During this period they will not be able transfer, sublet or sell these houses. The health mission will focus on making government hospitals people friendly, reducing delay at the OP blocks, time bond health check up. During the first phase medical college hospitals will be taken up followed by other hospitals in all streams; allopathy, ayurveda and homeopathy depending on the density of patients.

Under Education mission, the government has already announced in budget that 1000 government schools will be raised to the level of international schools. Emphasis will be on reviving the public education system especially from classes 1 to eight. Schools which are 100 or 50 years old will be given special revival package. Haritha Kerala Mission will focus on waste management, conservation of water resources and organic farming. Focus will be on waste disposal at source, modernisation of water sources, creation of new water use culture, revive existing ponds and streams. The chief minister and ministers concerned will be chairman and co chairman of all committees. To coordinate the activities of all these missions, a state level Empowered Committee will be constituted. Chief Secretary will be responsible for coordinating these activities.

Empowered committee will act like a single window clearance set up for all projects, schemes related to the mission. A 100 member mission executive comprising experts from various fields will be given special training at the IIM Kozhiode. MPs, MLAs, local bodies representatives will be involved in district level missions in a big way. The daily project report of all these missions will be placed before Cabinet before November 1 for approval. The CM will personally monitor the progress of each mission .
