Thiruvananthapuram: Kerala University registrar M. Jayaprakash who began a probe on Wednesday into a complaint of ragging on its Kariavattom campus has recommended criminal proceedings against a senior student. Sources said the registrar submitted his preliminary inquiry report to vice-chancellor P. K. Radhakrishnan, suggesting to file a police complaint under sections of the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Act, as the victim belonged to a scheduled tribe.
The said the victim was from another state. "As the student was from another state and belonged to a scheduled tribe, he recommended exemplary punishment," sources in the university said. The University Grants Commission had recently amended its anti-ragging regulations to include physical or mental abuse on the grounds of ethnicity, caste, religion, colour, regional background, linguistic identity, nationality and sexual orientation.
