Call for Thiruvananthapuram smart city proposals
Thiruvananthapuram: Request for Proposals (RfP) will be sent to smart city project management consultants on September 28. This was decided at a meeting of the board members of Smart Thiruvananthapuram Private Limited convened by Chief Secretary K M Abraham on Tuesday. This was his first Thiruvananthapuram smart city meeting. The Chief Secretary will be chairing the Board of smart city’s special purpose vehicle. The last date to submit the proposals will be November 18. The technical merit of the consultants’ proposal will be given great importance.
The Board will evaluate the technical bid, and only bids with more than 75% will qualify. In addition technical bid will have more weightage than the financial bid, with the ration being 80:20. It will be an e-tender to be published on National Informatis Centre portal. The tender will be opened on November 22.
Only after a project management consultant is finalised, the implementation can start, as Thiruvananthapuram does not have many ready DPR. Perhaps in a few projects, like say, the waste management project, the Corproation can start some work. But the rest of the smart city projects would get delayed without a consultant. The meeting also discussed the chief managerial posts of the company. There will be a Chief Financial Officer, a General Manager and three managers. The process to appoint them will be initiated.
