Kerala: Medical counselling hit by glitches

The CEE on Saturday evening issued a statement on the revised fee in self-financing colleges.

THIRUVANANTHAPURAM: The second phase of MBBS & BDS seat allotment has been marred by glitches as the list was available on the website of the Commissioner for Entrance Examinations (CEE) only from Saturday late afternoon as against the claim of Fri-day midnight and there was no link on fee structure till the evening. A press release, dated Friday, but issued at 7 am on Saturday, claimed that the allotment was published on Friday. The allotment list is now available at www.cee.kerala.gov.in Mr M.T. Reju, the CEE, has applied the Supreme Court-fixed fee (Rs 11 lakh for MBBS) to the two colleges that moved the court — Sree Narayana Institute of Medical Sciences, Ernakulam and KMCT medical college, Kozhikode.

The CEE on Saturday evening issued a statement on the revised fee in self-financing colleges. Only colleges which had moved the Supreme Court will be allowed to collect Rs 11 lakh as tuition fee for 85 per cent seats. The rest of the colleges would have to collect the fee fixed by Fee regulatory committee. Fee as per the release: Academy of Medical Sciences, Pariyaram, Kannur, 50 per cent government seats- Rs 2.5 lakh, 35 per cent management seats Rs 10 lakh and 15 NRI seats- Rs 14 lakh.

The decision of the CEE to restrict the SC-fixed to the two colleges that filed the court case, is likely to be challenged by the other colleges since they do not enjoy the benefit of a higher fee.

The current phase of allotment covers government medical and dental colleges, self-financing medical colleges and dental Colleges and private self-financing ayurveda colleges. Students, who had confirmed their options online within the stipulated time, alone have been considered for this phase of allotment. Candidates, who get a fresh allotment or a change in allotment to government medical colleges, should remit the fee or balance fee, if any, to the CEE as specified in the allotment memo at any of designated branches of State Bank of India or by way of online payment between August 21 and 24 and join the course or college allotted before 5 pm on August 24. For want of affiliation orders from Kerala University of Health Sciences, no allotment has been made to Karuna Medical College, Palakkad, Kannur Medical College, Anjarakkandi, Malabar Medical College Hospital and Research Centre, Kozhikode, SUT Academy of Medical Sciences, Thiruvananthapuram, Ashtamgam Ayurveda Chikilsalayam and Vidhyapeedham, Palakkad, Santhigiri Siddha Medical College, Thiruvananthapuram and Markaz Unani Medical College, Kozhikode.

The allotment has not been made in the current phase to MES Medical College, Perinthalmanna, Malappuram and Dr Somervell Memorial CSI Medical College, Karakonam, Thiruvananthapuram as directed by the State Government. Also, the allotment has not been made to minority quota seats, including minority seats under NRI quota in private self-financing medical and dental colleges having minority status in this phase. The Kerala High Court had extended the last date for submission of documents for claiming minority community up to August 16. After verification of the documents received in respect of minority claim, the minority category lists will be published and the allotment to minority quota seats will be done at spot admission to be conducted by the CEE.

The allotment process has been a muddle from the beginning. While, the state government could not enter into an agreement with the majority of colleges, the fee regulatory committee fixed the fee at '5.5 lakh for 85 per cent seats. It was later revised to '5 lakh by the fee regulatory committee. However, this fee was not approved by the SC, which allowed managements to collect Rs 11 lakh as fee. Following this, the two colleges which entered into an agreement for lower fee with the government namely MES Medical College Perinthalmanna, Malappuram and Dr. Somervell Memorial CSI Medical College, Karakonam withdrew from the agreement.
