The project is being reintroduced with tall claims as part of the 13th Five-Year Plan. Of the Rs 2 crore to be spent during the Plan period, around Rs 60,000 crore is meant for the local development projects.

It aims land and house for all, education, better health security, rehabilitation of the downtrodden and complete electrification, he said. The minister also said the government would bridge the gap between planning and implementation periods through better people and official participation. Twelve seminars have also been planned during the inaugural event in Thrissur. Water security, comprehensive health security, complete housing, decentralised waste management and social justice are some of the themes of the seminars which will be attended by experts from concerned areas.
