S M Vijayanand to hold talks with staff on Kerala Administrative Service
THIRUVANANTHAPRUAM: Chief secretary S.M. Vijayanand will hold discussions with representatives of Secretariat Staff Association in connection with Kerala Administrative Service (KAS). Chief minister Pinarayi Vijayan had earlier in the day entrusted the chief secretary with the task of holding talks with the staff associations. The decision was taken after a delegation of secretariat staff association met him and raised their grievances regarding KAS.
The chief secretary will hold discussions with the employees over the next two days. The secretariat staff organisations are opposing KAS as they believe that it would seriously affect the secretariat administrative structure and the very existence of the Secretariat service besides adversely affecting their promotion avenues. According to association leaders, the rules of business had clearly pointed to the need for the secretariat service for administrative and law making purpose with a quasi judicial character and a definite structure.
But the report on the formation of the KAS did not have a comprehensive outlook or legal framework. Meanwhile the five member panel headed by additional chief secretary Home was in the midst of finalising the special rules for KAS. The detailed report containing the special rules is expected to be submitted to the chief minister by month end.
