No secret files missing at police headquarters, state tells Kerala High Court

Kochi: The state government on Friday submitted before the Kerala High Court that the state police chief had ordered an internal audit at the top secret/confidential section (T- section) in the wake of the allegation that sensitive files were missing from the section in the police headquarters after ADGP Tomin J. Thachankary assumed charge. The affidavit, however, stated that the allegation regarding the missing of files was verified with the state police chief Mr Loknath Behera. He reported that no file was missing in the T- section, according to his information.

The state claimed that the appointment of Mr Thachankary was done with due care and caution. As ADGP (headquarters) Mr Thachankary does not deal with Vigilance and Anti-Corruption Bureau and will not be able to interfere in the investigation or the conduct of a vigilance case against him pending before the Muvattupuzha Vigilance court. The state said that efforts are being taken by the additional legal advisor, VACB, Muvattupuzha, to expedite the proceedings of the case. It was also submitted that there was no sitting in the court after May 22.

The state filed the additional affidavit following the High Court directive. It had earlier expressed displeasure on the affidavit filed by the state justifying the appointment of Mr Thachankary. According to the state, on May 9, it received a letter from Mr Thachankary stating that former state police chief T.P. Senkumar had misbehaved with him by shouting abusive words and tried to manhandle him in the presence of Inspector-General of Police (headquarters). Meanwhile, Mr Senkumar sent a letter to additional chief secretary, home and vigilance, alleging that Mr Thachankary had prevailed upon the civil staff personnel and taken the copies of files in the T-section pertaining to the inquiries against him.
